Job Description

Background


The International Rescue Committee (IRC) is among the world’s leading humanitarian relief and development organizations. For 80 years, the IRC has been at the forefront of every major humanitarian initiative to assist people uprooted by war, persecution, or civil conflict.


The IRC’s country program in Burundi will develop a full proposal to UNHCR in November and December, and has identified the need for surge support on coordination of business development for this particular proposal.


Scope of work


The business development specialist will be responsible for coordinating the development of quality and responsive proposal to UNHCR, based on the submitted CN and on negotiations with the donor which will take place in Bujumbura in November/ December 2020. These may include participation to meetings with UNHCR and closely work with the Burundi Deputy Director of Programs (DDP), the Technical Advisors, the Technical Coordinator or program colleagues, the Deputy Director of Finances, the grants team and the Great Lakes Senior Program Development Advisor (SPDA). This position will report to the Burundi DDP.


The anticipated period of performance of this position is for a period of time between 15 November 2020 and 31st December 2020, with exact dates of work TBC based on timing of donor’s feedback and deadlines. The IRC will guarantee 50% time work for the duration of this period, with the possibility of up to 100% time work during specific periods, based on need. The bid development specialist will work preferably in country if she/he is already in Burundi or remotely but in the same time zone.


Key deliverables


-       Business development workplan;

-       Meetings notes with UNHCR;

-       UNHCR full proposal and annexes– by end of November/December;

-       Budget and budget narrative - by end of November/December;

-       Clear and adaptive coordination of bid inputs and reviews by relevant IRC staff;

-    Regular monitoring of bid development progress and escalation of delays and issues; consolidation and editing of inputs; non-technical quality assurance reviews.


Major Responsibilities

Bid coordination

  • Establish and communicate clear workplan and ensure buy-in from bid development team;
  • Coordinate internal quality assurance reviews by TUs, SPDA, Finance, and other key stakeholders;
  • Regularly follow up bid inputs and reviews, monitor progress against workplan, and escalate serious delays and issues to DDP and SPDA

Bid consolidation and review

  • Review donor solicitation documents and ensure bid development team is appraised of key considerations and donor priorities;
  • Consolidate and edit inputs to proposal documents, ensuring adherence to donor requirements (length, language, responsiveness to questions within each proposal section);
  • Provide non-technical quality assurance review of proposal documents, with particular attention to coherence and responsiveness to donor priorities;
  • Provide finalized, high-quality proposal documents to DDP and SPDA on time for submission deadlines.


Qualifications

Job Requirements


  • Bachelor's degree in relevant discipline
  • At least 5 years’ experience working in humanitarian or development programs; Great Lakes regional experience preferred
  • Significant experience in proposal development required and with UNHCR an asset
  • Familiarity with requirements and priorities of UNHCR a plus
  • Strong proposal writing and budgeting skills; excellent communication and writing skills; good interpersonal skills; ability to work in a cross-cultural team setting
  • Excellent written and verbal communications skills in English required (CN in English)
  • Excellent written and verbal communications skills in French required (meetings in French and full proposal and budget narrative in French)
