Community Health Delivery Systems Specialist (Burundi)

MA World Health (IMA), part of the Corus International family of organizations, is seeking a Community Health Delivery Systems Specialist for the upcoming five-year USAID-funded Burundi Integrated Community Health Award (ICH). The ICH project will advance primary healthcare service delivery at the community level working in close collaboration with the Ministry of Public Health (MSP), USAID Mission, and other partners and stakeholders to prioritize increased access to essential health care at community levels.
Summary of the position:
The Community Health Delivery Systems Specialist will be based in Bujumbura, Burundi, and will provide direct technical and development support to the project prime recipient (RCBIF) related to creating and strengthening community health service delivery and fostering increased community engagement and accountability in community-based health services.
Responsibilities include:
Along with national partner (RCBIF), undertake an assessment of available community health services in targeted areas, and outline a plan to scale up activities in line with directives of community health policies from the Burundi Ministry of Health.
Provide technical and programmatic leadership on designing, implementing, and monitoring evidence-based interventions to strengthen community health service delivery and community engagement.
Develop a strategic approach to expand existing community-based distribution programs (malaria, family planning, nutrition, etc) to include a Community- Integrated Management of Childhood Illnesses (C-IMCI) strategy to address the five major causes of child mortality -- diarrhea, pneumonia, malaria, measles and malnutrition.
Provide guidelines and programmatic activities to specifically strengthen facility and community-based commodity distribution for essential components of C-IMCI, improve functionality of community-based health committees and improve community referral systems.
Build on existing reproductive community-based services to include family planning, antenatal care, safe motherhood and care groups.
Increasing participation of community structures in health data reviews and dissemination.
Provide active technical support to community health program officers of RCBIF and community health activities.
Facilitate liaison with health facilities to expand use of community health workers and engage community-based organizations in health service delivery, advocacy, and to strengthen community referral, feedback and accountability mechanisms and structures.
The Community Health Delivery Systems Specialist will report to the Chief of Party of IMA World Health and directly interface with the Secretaire Executive of RBCIF and key ICH project personnel including the Community Health Technical Director, outreach and clinical staff and monitoring and evaluation officers.
Qualifications:
Master's Degree or higher in public health, community health or a closely related field is required; a medical doctor is preferred.
Minimum ten (10) years' experience in international health programming, including at least five (5) years' experience in senior-level clinical/technical positions and experience designing, implementing, teaching, and/or managing integrated health and nutrition services at facility and community level, and public or private sectors.
Demonstrated success in delivering health systems strengthening technical assistance, working in collaboration with health facilities and community-based health sectors in developing countries.
Experience collaborating with host country institutions, private sector, and other public sectors.
Proven technical knowledge in Community Health Interventions (C-IMCI, Nutrition, Reproductive Health) including familiarity with project indicators, quantitative and qualitative data to monitor overall project performance.
Demonstrated capacity and experience in the technical areas set forth in the program description, including, but not limited to, designing, implementing and managing community- and facility-based service delivery and community engagement and outreach activities.
Experience with behavior change communications strategies and activities to improve MNCAH and nutrition outcomes.
Strong oral and written communication and presentations skills in French (and English preferable).
Strong communication, facilitation and teamwork skills
Actual hiring is contingent upon successful Activity award and USAID approval.
