Background

Impunity Watch (IW) and Association DUSHIREHAMWE have been implementing the Burundi axe of the programme, Tackling violence against women beyond borders: Burundi, Guatemala and Liberia (2016-2020), funded by the Dutch Ministry of Foreign Affairs under its “Funding Leadership and Opportunities for Women (FLOW)” instrument. In Burundi, FLOW contributes to combating gender-based violence and to changing cultural perceptions of women and girls’ rights to a life free from violence and to their political participation.

Final Evaluation

We are seeking a Burundi-based consultant to assist an external consultancy team in the FLOW final evaluation.

Consultancy period

The total period for the consultancy is 12 days between 5 October and 30 October 2020.

Preparation [2 days]

• • Liaise with the external consultancy team
• • Desk study of relevant background material
• • Analysis of reporting results 2017-2019

Interviews [6 days]

• • Introduction meeting with IW Burundi staff
• • Finalisation of an interview guide
• • Liaise with the lead consultant from the external consultancy team to prepare the interviews
• • Interviews with identified stakeholders in Bujumbura (approximately 6)
• • Fieldwork interviews in selected communities (approximately 15 interviews in two provinces identified among Bujumbura Rural, Bururi, Cankuzo, Ruyigi)

Report [4 days]

• • Write summaries of each interview (individual interviews 1/2-1 page; focus groups 1-2pages)
• • Prepare an assessment report for the final global evaluation

Qualifications

• • Relevant education and/or experience, with at least five years’ experience working with development programmes and projects and/or advocacy.
• • Proven experience in conducting international NGO final project/programme evaluations.
• • Proven experience in conducting interviews in sensitive contexts.
• • Proven experience in the promotion of empowerment processes at a community level.
• • Knowledge and experience with gender-based violence and women’s empowerment.
• • Native Kirundi speaker.
• • Fluency in French and English.
