The Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project in Burundi is conducting local recruit for a Country Director.

The GHSC-PSM project is the primary vehicle through which the Department of State (DoS) ensures a reliable and uninterrupted supply of public health commodities that save lives worldwide. The project provides global supply chain leadership to ensure that lifesaving health supplies reach those most in need. GHSC-PSM Burundi currently works under two of the project’s task orders: U.S President’s Emergency Plan for AIDS Relief (PEPFAR) and U.S. President’s Malaria Initiative (PMI).  The GHSC-PSM project in Burundi procures life-saving HIV/AIDS and Malaria health commodities and provides systems support for effective supply chain operations.

The Country Director is responsible for providing overall strategic direction and leadership for the GHSC-PSM project in Burundi. S/he will manage the development of technical strategies and work plans; monitor programmatic, financial, and administrative performance; supervise the administration of standard operations and financial procedures; manage operational support; and maintain effective communication with DoS, Chemonics’ home office, public and private sector stakeholders, and other donors and cooperating agencies.

Responsibilities Include:

  • Lead the project office for GHSC-PSM Burundi and ensure technical excellence of project implementation.
  • Maintain strong and collaborative working relationships with clients and partners including U.S. Department of State and local government counterparts including the Central Medical Store (CAMEBU), National Malaria Control Program (PNILP) and National HIV/AIDS Program (PNLS);
  • Develop and implement annual work plans and budgets that align with the priorities of DoS, the Ministry of Health, and other key stakeholders;
  • Promote effective communication and a collaborative team environment across the project office and with headquarter counterparts;
  • Design and execute staffing, operational support, and procurement plans that support the successful implementation of the project’s strategy and work plan;
  • Identify capacity gaps and arrange for appropriate training of field staff;
  • Establish and maintain strategic alliances that will ensure the project works in close collaboration with the government of Burundi, U.S. government, and donor-supported supply chain programs;
  • Apply effective management methodologies to plan, organize, and allocate resources to meet project goals;
  • Develop, update, and implement performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures;
  • Oversee regular data collection and reporting, and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions;
  • Oversee office operations in adherence with project policies and procedures—including HR, procurement, finance, and administration—and provide guidance to staff on their application as needed.
  • Oversee finances and cash flow; ensure expenditure forecasts are prepared, reviewed, and submitted on a regular basis;
  • Develop and implement risk mitigation strategies for procurement and logistics services; assess risks quarterly and implement risk management/mitigation strategies;
  • Ensure compliance with procurement standard operating procedures, including supplier order fulfillment, order tracking, customs clearance/freight forwarding, storage and distribution, and logistics management information systems;
  • Report results of project work to DoS, the Ministry of Health, other donors, and headquarters; ensure the timely submission of all deliverables.
  • Manage field office staff to ensure smooth team performance;
  • Perform other duties and tasks as designated by supervisor and/or project leadership.

Qualifications:

  • Minimum of 8 years of experience in public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems;
  • Advanced degree in health, supply chain, logistics, or management-related discipline;
  • Previous long-term international experience working on public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems;
  • Previous experience working in HIV/AIDS or Malaria programming;
  • Experience working in challenging, low resource operating environments required;
  • Demonstrated ability to lead complex public health programs or projects in a developing country context, with experience improving operations—preferably in medical procurement, supply chain management, or logistics;
  • Proven ability to work collaboratively with in-country officials, donors, and other key stakeholders;
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills;
  • Demonstrated leadership, versatility, and integrity;
  • Fluency in written and spoken English and French is required.

Location of Assignment:

This is a project-based position based in Bujumbura, Burundi, with local, regional, and international travel as required.
