TERMS OF REFERENCE FOR THE DEVELOPMENT OF A GBV MANUAL FOR WORLD RELIEF BURUNDI

CONSULTANT

I. Background on World Relief Burundi & Rationale for the Consultancy

World Relief Burundi is a Christian humanitarian organization established in 2004 whose mission is to empower the local church to serve the most vulnerable. World Relief Burundi works with 481 local churches with more than 3,000 volunteers. World Relief Burundi seeks to hire a consultant to develop a contextualized manual on social behavior change around gender, involvement of men and church leaders as key change agents that would lead to the fight against gender-based violence (GBV). The consultant is responsible for the drafting and developing a holistic and participatory Gender Based Violence manual, including its outline, structure and content with transformational stories emphasizing cultural belief that contribute to gender violence and relate those to Biblical equality between men and women.

II. Burundi context

As in any other African countries, Burundi is not an exception to domestic and sexual violence against women and girls. Social standards and division of roles, norms and values are set by the society that is predominately patriarchal in nature. The way male-headed household is structured places women at a lower position in the society.

Women do not have decision-making power within the households, property is usually owned by men who have full power over women to the point that even when women cultivate the land, they have no right to inherit it. The Government of Burundi is fighting against GBV and it has adopted the Convention on the Elimination of all Forms of Discrimination against Women (1979), Resolution 1325. The Constitution of Burundi also provide equal opportunities and rights for all Burundian without exception”1and also established the Family Development Centres at provincial level in order as a way of fighting against GBV, but despite of all the efforts to promote gender equity and prevent gender-based violence, the inequality and unfairness persist in many socio-economic areas. Having World Relief with its expertise to challenge undesirable beliefs and norms, creating awareness on social behavior change by empowering men as change agents to address Gender Based Violence is very key for world Relief and Burundian families.

III. Purpose and Objectives

Under the supervision of WRB Country Office and the technical assistance of the GESI technical advisor the purpose of this consultancy is twofold:
i. To take stock of the existing manuals, best approaches in GBV programming; and
ii. Thereafter, develop/design a holistic manual /curriculum to address prevention of GBV and survivors care in the context of Burundi.

IV. Specific Tasks

The consultant will carry out the following tasks:

i. Conduct a comprehensive literature review in order to collect and compile existing resources on GBV and practices, manual, tools and approaches existing at regional and country levels;
ii. Meet with the national GBV Task Force and other identified organizations who have been/are involved in GBV programming to learn from their experience in terms of relevance, approaches, effectiveness, impact, challenges, good practices etc. (recommendation: 1 National NGO, 1 International NGO; 2 grass-root organizations); Ministry of Social Solidarity represented by a provincial Center of Family Development;
iii. Meet with relevant UN Agencies (preferably UN Women and UNFPA) and Ministry of Social Solidarity to learn about their experience, priorities and recommendations for GBV initiatives.
iv. Meet with community members/leaders (recommendation: 2 focus group discussions in WRB CEZs) to learn about their experience, priorities and recommendations;
v. Draft a report summarizing and analyzing findings (successful approaches, good practices, lessons learned etc.) and providing recommendations towards implementing;
vi. To develop a training manual – made up of a number of modules that covers topics including, GBV prevention and response, basic case management and psycho-social skills, training skills, transforming masculinities (target men and boys focused on gender sensitization, gender equality, protection and deconstructing harmful gender norms), advocacy and coordination skills etc.
vii. Revise and refine content of the curriculum/manual after receiving feedback from WRB and the GESI advisor.
viii. Conduct a two-day pre-test of the GBV manual with key stakeholders from provincial and national level.

V. Expected Deliverables

The consultant will be expected to:

i. Submit a detailed work plan for the consultancy period
ii. A report summarizing and analyzing findings (successful approaches, good practices, lessons learned etc.) and recommendations, and
iii. Complete GBV manual after the above mentioned processes under specific tasks.

VI. Duration of Assignment

The assignment should be concluded within 6 weeks from the signing of the contract.

VII. Required Experience and Skills

i. Advanced University degree in social/development sciences or other related areas with previous work experience and considerable skills in designing and implementation of training materials (preferably GBV prevention and protection programming), analysis and report writing;
ii. Strong background in research, gender equality and SGBV programming;
iii. Good knowledge in humanitarian contexts and familiarity with humanitarian related resources and material;
iv. Excellent analytical and drafting skills; Previous experience delivering or developing ToT (training of trainers) curricula is an added advantage;
v. Excellent interpersonal skills and ability to establish effective and working relations with other stakeholders;
vi. Excellent written and spoken communication skills Kirundi, French and English.
vii. Previous experience working in the Burundi context is desirable.

VIII. Submission

iii. Detailed itemized work plan – including timeframes for the entire assignment
iv. Detailed itemized budget and price justification
v. Any documents, such as samples of similar work done, or other information, which the consultant feels will assist proposal review team in evaluating the proposal.
