Organization
Help a Child is a Christian, international relief and development organization, founded in 1968 in the Netherlands and operating in Burundi since 2009. Help a Child provides a future for children in need, their family and their entire community. By empowering vulnerable communities, we help them to change their own living conditions and opportunities in a sustainable way. Help a Child works in areas with a high incidence of poverty or in places where children and families are extra vulnerable due to disasters or (imminent) conflicts. Help a Child develops innovative programs, for example about youth & work, child development and the transition of relief help towards sustainable development. We work together with various Dutch, international and local partners. Help a Child works across India, Kenya, Malawi, Burundi, Rwanda, DRC, Uganda and South Sudan.

Position
Help a Child Burundi is currently recruiting an Early Childhood Development (ECD) Expert. He/she will lead the development of the Help a Child Burundi national ECD strategy and take control of the ECD programme component under our Child Centered Community Development (CCCD) Programme. He/she will also support our local implementing partners in the implementation of ECD programing, participate in national and regional ECD networks and mobile resources to advance the Help a Child Burundi ECD portfolio. The ECD Expert reports to Country Programme Director and works in collaboration with Child Protection Expert based in the Netherlands. He/she will represent the organization in professional networks, towards donors and relevant government departments, and play a role in successful management of ECD program. The successful candidate will be passionate about Early Childhood Development and Education with a strong understanding of both the policy level of ECD and the practical implementation level. Part of the responsibility is to engage with the Burundian government, INGOs, CBOs, FBOs, UN agencies and donor community in the development of ECD coordinated efforts in Burundi.
Responsibilities
Program Management
• Develop the Help a Child Burundi National ECD strategy in line with the Help a Child International ECD policy;
• Develop ECD program plans and implement the plans in close cooperation with our local partners
• Project design and proposal development;
• Monitor and evaluate implementation of field activities to ensure that interventions are compliant with the standards and principles of not only the organization, but also of the Burundi government and the donor;
• Contribute to developing and reviewing of ECD program Planning, Monitoring, Evaluation and Learning (PMEL) Systems.
Networking and Partnership Management
• Develop and maintain good relations with the government at national level, provincial and local level;
• Determine and assess the need to join appropriate networks of project-related experts and influential groups;
• Develops strong relationships with existing and potential donors in the ECD sector to promote ECD approaches and results;
• Identify, develop and recommend programs for potential partnerships. This includes attending learning workshops, organizing joint field visits with other parties and participating in donor events on ECD.
Capacity Building and Organizational Learning
• Build knowledge and technical capacity of implementing partners to implement and monitor quality ECD interventions;
• Conducting capacity assessments, providing trainings and coaching to partners on ECD;
• Planning for organizational reflection and learning opportunities, such as special studies, after action reviews, and partners' meetings, organizational learning surveys;
• Support in developing knowledge related to ECD.
Requirements
This is an extraordinary opportunity for an individual with significant experience in ECD to be part of a new country organization. Specific requirements include:
• University level degree in Early Childhood Development or a related field;
• 7-10 years of experience in the field of ECD on both policy development level and practical implementation level;
• Ability to set and achieve clear objectives and deadlines;
• Comfortable working in a fast-paced environment with changing priorities and under minimal supervision;
• Results driven and motivated by a sense of performance excellence and urgency;
• Strong communication skills, both verbally and written (including presentation skills). Fluent in English and preferably proficient in French;
• Demonstrated strong interpersonal skills;
• Ability to adhere to Help a Child's Christian Principles and Corporate Values;
• This post will have contact with children and young people. The candidate that will be hired will be required to sign and adhere to the Help a Child Protection Policy. Recruitment is subject to successful completion of all applicable background checks, including criminal record checks.

We offer
We offer an attractive financial package and a challenging working environment in an international setting. You will be offered a fixed term contract for the first year with a probation period of 3 months. Depending on your performance, fit with the programme and availability of funding, this first year contract will be extended for another 2 years.
