PURPOSE OF POSITION (Position will be located mandatory at Muyinga Province)

The purpose of Grant Facilitator_Hygiene and Sanitation position is to facilitate implementation and monitoring of the “Programme d’appui à la continuité des apprentissages face à la pandémie COVID-19 (PACA-GUMAWIGA)” Project funded by UNICEF on Health component, including working with community and schools-based institutions and Reseaux Scolaires to tackle issues around Menstrual Hygiene Management.

  • Ensure that the Project activities are in strictly line with the designed documents for the sector and national office strategy in Health.

Project Implementation and Capacity building and training

  • Mobilize SMCs and PTAs and conducting trainings to build capacities on Health.

  • Provide mentoring and coaching to catch-up facilitators, school management committee members, interns in education, staff, and other volunteers; local level capacity and local linkages to support the PACA-GUMAWIGA.

  • Participate in Cluster/AP health projects being implemented by partners.

  • Identify technical experts to train community groups.

  • Roll out relevant health project models that meet quality standards, ensuring adaptation to emergency contexts.

  • Read, understand and implement projects according to project documents (Project Design Document, logframe, budget and the business path) for all key interventions

  • Work with Technical programme Officer, local partners, CBOs, government and FBOs to implement plans of PACA-GUMAWIGA Health part.

  • In collaboration with DCEs of targeted provinces, identify needs, strengths, opportunities, weaknesses and risks to improve the PACA-GUMAWIGA Implementation Plans.

  • Use community managed targeting criteria approach to contextualize criteria for inclusion of the most vulnerable adolescents in all community engagement, planning and decision-making processes.

  • Integrate GIK resources to leverage on existing projects to achieve the adolescents identified needs following partnership GIK standards.

  • Liaise with the National Office Health Technical Manager, through the Grant Coordinator, for quality implementation of education projects.

  • Facilitate mainstreaming of cross cutting themes (gender, advocacy, child protection, faith and development, disability, environment) in Health.

Partnership and networking

  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the communal and provincial level.

  • Participate and represent WVIB in local donor field visits, and other technical working forums when applicable.

  • Point of contact for consultation on issues to do with PACA-GUMAWIGA health project issues.

  • Identify opportunities that present through networks and relationships with other institutions and organizations and NGOs working in the areas of health.

  • Mobilize partners for effective participation of adolescents, parents, teachers and youths in the programme interventions geared towards adolescents and youth’s wellbeing

  • Lead reseaux scolaires engagement process for adolescent’s awareness for their MHM.

  • In collaboration with community and local partners develop local selection criteria for Adolescents

  • Participate in identification and assessment of potential partners for MHM

  • Work with schools to implement MHM for adolescents targeted.

  • Work closely with Health cluster staff to facilitate local level advocacy.

M&E, Reporting and Documentation

  • Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms

  • Support processes of project baselines and evaluation of education projects

  • Regular record and update monthly activity monitoring data to support evidence based monthly report

  • Participate in the Cluster/APs health periodic project output & outcome monitoring processes.

  • Review and share beneficiaries monitoring data with Established DME systems for quality and accuracy Check.

  • Work closely with the Grant Coordinator PACA-GUMAWIGA and the Cluster Technical Program Officer Health to integrate and monitor ongoing Project activities under the Cluster AP programmes.

  • Mobilize CBOs, local partners and local government to develop an integrated monitoring plan with PACA-GUMAWIGA and other projects if applicable.

  • Produce monthly reports and share with the supervisor.

  • Monitor progress of planned activities in the assigned communities within the PACA-GUMAWIGA target locations.

  • Work with TPOs and grant staff to produce PACA-GUMAWIGA quality and timely reports (monthly, semi-annual and annual) using appropriate templates.

  • Share timely data with supervisor to update M&E.

  • Gather data, information, reports from PACA-GUMAWIGA implementation areas for appropriate actions.

  • Monitor PACA-GUMAWIGA performance in line with WVI standards and take appropriate actions.

  • Build capacity of reseaux scolaires for monitoring.

Financial control and budget

  • Participate in the budgeting process of education programs for the cluster

  • Track financial management and budgets allocated for the PACA-GUMAWIGA project

  • Continually monitor all expenditures of the PACA-GUMAWIGA project.

  • Submit timely information on budgets and financial reports, and be prepared to explain budget variances for the Grant.

  • Assure strict budget management and adherence to activity timelines to ensure proper accountability to WV and donors and effective project implementation

  • Adhere to all WVB policies on procurement and financial management and report early to Supervisor as soon as any issue arises that may impact on the adherence to these policies

  • Produce timely, accurate, compliant and quality reports to the direct technical and administrative supervisors.

  • Responsible for project assets at cluster/APs office

Financial resources effectively used and transactions compliant with WVI internal and donor policies and procedures

Resource Acquisition

  • Identify projects ideas for viable funding proposals for resource acquisition to support education programme interventions.

  • Participate in resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors

  • Contribute to feed into the pool of proposals ready for review and submission to donors.

Resources acquired

KNOWLEDGE, SKILLS AND ABILITIES

  • University in Healthcare, Nursing or any relevant field.

  • Relevant experience of at least 2 years in Health programming with a reputable institution, national or international NGO

Other Competencies/Attributes:

  • Must be a committed Christian, able to stand above denominational diversities.

  • Highly motivated and result-oriented, with exceptional attention to details.

  • Excellent communication skills and sensitivity to other cultures.

  • Analyzes and integrates diverse and complex quantitative and qualitative data from a wide range of sources.

  • Demonstrated experience and skill in research, analysis and report writing.

  • Strong facilitation and presentation skills with a passion for sharing knowledge.

  • Ability to work independently and as part of a diverse team

  • Motorbike driving license is Preferred.

Work Environment:

  • Work environment: Office-based with travel to the field when called upon

  • Travel: 20% Domestic travelling

  • On call: 10%

World Vision travaille au Burundi depuis plus de cinq décennies.

Les équipes de World Vision ont commencé à travailler au Burundi en 1963. Leurs opérations se sont arrêtées vers la fin des années 1980 mais ont repris en 1993, en réponse aux besoins humanitaires pressants provoqués par les troubles civils généralisés. En 1995, ils ouvert leur bureau à Bujumbura.

Au cours des 30 dernières années, leur travail, qui consistait à fournir des secours d'urgence, est passé d'investir dans des programmes de développement à long terme.

Actuellement, leur personnel et leurs programmes apportent espoir et aide aux enfants et aux communautés à travers le pays grâce à un large éventail de projets intégrés et holistiques. Ils travaillent avec ceux qui sont les plus vulnérables - les pauvres et les opprimés - sans distinction de religion, de race, d’origine ethnique ou de sexe.
