Project Context and Scope
As part of its efforts to promote regular, safe and informed migration, IOM is supporting the Government of Burundi in preparing candidates for labour migration through the development of pre-departure orientation programmes. These programmes aim to provide migrant workers with the necessary knowledge about their rights, responsibilities, living and working conditions in destination countries, channels of redress, as well as practical information to better prepare for their departure. To support this process, IOM wishes to recruit a national consultant in charge of developing communication and information materials adapted to the Burundian context and based on international standards.

Responsibilities
Tasks to be performed under this contract
Under the overall supervision of the IOM Chief of Mission and the direct supervision of the Head of LMI Unit , the Consultant will:
I. Carry out a preliminary analysis of information needs based on a review of existing PDO training modules and the specific needs identified in Burundi, with the aim of proposing adapted communication formats and tools to help migrant workers better understand and engage with the PDO content.
II. Design a complete communication kit for pre-departure orientation: illustrated information brochure for migrant workers (English and Kirundi), educational posters for training centres, scripts for video or audio clips on key themes (migrants' rights and duties, contracts, health, etc.)
III. Produce appropriate information materials: brochures, illustrated educational booklets, awareness-raising video clips, digital content for online dissemination (social networks, websites)
IV. Test and validate the tools produced:
Organize one or two focus group sessions testing the materials with a target group (potential migrants, recruitment agencies).
Integrate the feedback received into the final version.
V. Write and submit a final consultancy report
Performance indicators for the evaluation of results
Validation of analysis and content by IOM
Quality and completion of product materials
Final Report and Timeliness
Qualifications
Education
Advanced university degree (master’s or bachelor’s degree) in communication, journalism, graphic design, education, social sciences, or relevant field.
Experience
Proven experience in the design, production (including video) and dissemination of information and awareness-raising materials, preferably on social, migration or development themes.
Excellent writing, editing and editing skills
Demonstrated expertise in script development and coordination of audiovisual production (videos, capsules).
Experience with graphic design tools (Adobe Creative Suite or equivalent).
Proven experience in designing communication materials for audiences with low literacy levels;
Experience working with national and/or international institutions, preferably on migration or development issues.
Ability to create educational and easily understandable content for a diverse audience, including people with low literacy levels.
Familiarity with communication for behavior change principles.
A good understanding of the issues related to labour migration and migrants' rights.
Knowledge of the Burundian national context on migration and destination markets is an asset
Excellent written and oral communication skills in French and English and Kirundi
Ability to work independently and manage multiple tasks simultaneously.
Mastery of computer tools and web technologies.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.
The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to:
Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.
Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs. While a significant number of refugees have been assisted to return – which now poses an additional challenge to the country – there have been efforts to ensure that the Burundian Diaspora is increasingly engaged in the ongoing socio-economic and political processes in the country, and specifically in the current global and regional dialogue processes on migration and …
