Under the direct supervision of the Deputy Representative, the Consultant, is responsible for the overall management and administration in the development, planning, implementation, monitoring and evaluation of the Health & Nutrition programme in the context of child survival and development within the country programme. Accountable for effective technical leadership, management guidance and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve programme goals and expansion of UNICEF assisted Health & Nutrition interventions, including the attainment of the Sustainable Development Goals (SDGs).

He /She will be responsible for providing technical expertise, support, and monitoring related to the management of the Health and Nutrition section especially during this period of last years of the current CPD 2019-2023.

He/she will lead the process of finalizing the rolling work plan for the section and ensure that all priority humanitarian and development activities are implemented appropriately, in line with the objectives set out in the current CPD.

In addition, he/she will contribute to the development of the UNSDCF (to start in 2023) and the development of the next UNICEF CPD.

Scope of Work:

Main responsibilities of the consultant will include the following:

• • Technical support and guidance in the implementation of the Health and Nutrition Section with focus on the planning process (updating the Rolling Work Plan 2022-2023) in accordance with the Ministry of Health, SUN and key line ministries working in cross sectoral programmes such as humanitarian response, ECD, etc.
• • Support to ensure that all KPI and AMP priority indicators of the section are on-track, including management of Supplies and Cash resources and timely and quality donor reporting.
• • Support the good visibility of UNICEF health and nutrition programs with the government and key partners such as UN agencies and bilateral donors.
• • Technical support and guidance in the implementation of the 2022-2023 RWP, aligned with the recommendations of joint field visits, priorities and mid-year programme reviews.
• • Provide substantive contributions to the preparations of the UNSDCF and CPD (theory of change, identification of indicators, PSN etc).
• • Proactiveness and participation in PTFs steering committee meetings for health and nutrition programmes. Ensure contact, discussion, and preparation with EU and SUN Focal point lead of PTF, before all meetings.
• • Support participation of UNICEF Health and Nutrition section in emergency preparedness, including COVID-19 response and communicate with SMT.
• • In collaboration with Health and Nutrition Managers, follow daily the Office Dashboard to monitor Health and Nutrition Scorecard with special attention to alerts: Outstanding DCT> 6 months, Donor reports due in 3 months, Grants expiring in 3 months, unallocated funds expiring in 6 months etc.
• • Maintain contact with the Ministry of Health and other ministries partners, UN agencies (WHO, UNFPA, WFP, FAO, UNAIDS, WB), bi and multilateral partners (KfW, GoNL, France, JICA, USAID etc…) and reinforce partnership.
• • Ensure close follow up of the implementation of Health and Nutrition key priorities or other integrated high impact interventions. But also collaborate regularly with other sections (WASH, Education, Child Protection) and cross sections (C4D, Communication, Social Policy, M&E, Supply etc.) to ensure intersecorality and synergy and support to office wide priorities – ECD, adolescents and climate change.
• • Participate in program reviews & monitoring, and webinars/workshops organised by ESARO.

To qualify as an advocate for every child you will have…

Advanced university degree in Public Health and Nutrition (preferably with specialized training in health planning, health and nutrition education, health care system management, HIV/AIDS prevention, or epidemiology), Child Development, Social Policy, Social Development, Community Development, or other relevant disciplines

Eight years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health and nutrition programmes including those relevant to child survival & development. Professional work experience in a managerial position, or a technical expert position in health, nutrition, and child survival & health care.

Developing country work experience.

familiarity with emergency.

Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
