Working context:


WeWorld has been present in Burundi since 1995 and is currently active in 14 of the country’s provinces. During these 25 years of continuous presence in the country and thanks to funding from various donors (ECHO, Italian Cooperation, USAID, UNICEF, FAO, WFP, Netherlands Embassy, GIZ, DUE, UNHCR), WeWorld has carried out actions in the health, nutrition, food security, protection and EHA sectors.



Purpose of the Role


The Livelihood Area Manager will supervise four projects in accordance with the strategy, plans and policies of the WeWorldmission in Burundi. He/She will ensure the technical and quality control of the interventions of the projects under his/her supervision, in liaison with each Project Manager and the Programme Coordinator and will contribute to the development of new interventions.He/She will also provide technical oversight and guidance on agriculture, food security and climate resilience components — including agroecological approaches, community-based natural resource management, sustainable value chains and nutrition-sensitive agriculture — ensuring that interventions are technically sound and aligned with national and donor strategies.



MAIN FUNCTIONS AND DUTIES


·    Ensuring quality implementation of 4 resilience projects (one to be signed if our proposition is approved, one under signature and two in the implementation phase)


·    Coordinate work, provide quality control and support to Project Managers (direct supervision and capacity building)


·    Coordinate the development of new projects related to resilience building (logical framework design, participation in budget development and narrative writing) in collaboration with other stakeholders in the organisation (WeWorld HQ, technical experts, etc.)


·    Supervise and coordinate reporting to donors in collaboration with each Project Manager (one project funded by the European Union, two projects funded by WFP and one project funded by UNICEF)


·    Represent WeWorld in the coordination meetings of these projects when necessary



Project management, reporting and quality control


·    Coordinating with Project Managers and relevant team members, supervise and update project work plans to ensure proper implementation of activities


·    With the support of the Country Finance Manager, support Project Managers in the management of budgets in accordance with donor and WeWorld guidelines


·    Provide technical backstopping on agriculture and livelihoods components, including the design and supervision of activities related to agroecology, soil and water conservation, crop diversification, and support to farmers’ organisations.


·    Promote synergies between agricultural productivity, nutrition outcomes and community resilience.


·    Ensure that agricultural training materials, demonstration plots and extension approaches comply with WeWorld’s quality standards and donor technical requirements.


·    Provide ongoing capacity building to Project Managers through regular field visits and meetings with staff and project team members


·    Ensure that all reports are properly drafted and submitted on time to donors


·    In the absence of the Project Managers, carry out management tasks relating to the implementation of the projects from a programmatic, logistical and financial point of view


·    Create synergies between the various ongoing resilience projects and other interventions in the field


·    Organise regular programme meetings with the Project Managers (and other members of the field project teams, as required)


·    Organise programme workshops to share experiences with the teams from the various resilience projects


·    Coordinating with Project Managers, ensure that administrative support for financial reports and annual project audits is well organised


Human resources


·    Supervise and build capacity of relevant project teams


·    In accordance with WeWorld procedures and in collaboration with the Human Resources Department, support as required the Project Managers and HR Department in the recruitment, training, supervision and evaluation of the project staff team, including the identification of capacity building needs and the implementation of appropriate training sessions.


·    Ensure that project staff respect WeWorld rules and regulations and observe WeWorld values and code of ethics



Monitoring, evaluation and supervision


·    In collaboration with the MEAL Manager, supervise the proper functioning of the project monitoring and evaluation system


·    In collaboration with the MEAL Manager and Project Managers, develop and monitor agriculture-related indicators (e.g. yields, diversification, soil fertility, adoption of sustainable practices, climate risk mitigation) and contribute to evidence generation on food security and resilience outcomes.


·    Support the MEAL Manager in the implementation and supervision of project MEAL plans


·    Coordinating with Project Managers, monitor progress and the achievement of results



Representation and coordination


·    In coordination with the Project Managers, Programme Coordinator and Country Representative, establish and maintain collaborative relationships with donors, project stakeholders and other organisations working in the project areas


·    He/She will represent WeWorld in technical working groups and coordination platforms related to agriculture, resilience and food security at national and provincial levels, and foster collaboration with the Ministry of Agriculture, FAO, WFP and other actors engaged in agricultural development and adaptation to climate change.


·    Participate proactively in the various coordination meetings relating to resilience at national level


·    Contribute to the proper management of and collaboration with the projects’ programmatic partners (consultants, donors, etc.)



The duties and responsibilities set forth above are not exhaustive and the role holder may be required to perform additional duties requested by the Programme Coordinator, for the effective and quality implementation of WeWorld’s resilience strategy and projects in Burundi, and in accordance with the needs of the mission.


Requirements

ESSENTIAL REQUIREMENTS


Qualifications and Knowledge


·    Advanced University degree (Master’s or equivalent) in Agriculture, Agronomy, Rural Development, Environmental Sciences, Development Studies, or related fields.


·    Strong technical knowledge in agroecology, sustainable food systems, value chain development, and climate-smart agriculture.


·    Knowledge of main donors’ policies and procedures (UE, UN, etc.)


·    Fluent in French, both written and verbal


·    Knowledge of English, both written and verbal


·    Good computer skills, in particular MS Office package


Professional experience


·    At least 5 years’ relevant working experience in humanitarian or development settings


·    Experience in project management and reporting


·    Proven experience in project proposal writing


·    Demonstrated experience in managing or supervising projects in the agriculture, food security or resilience sectors


·    Experience in providing technical guidance to teams on agroecological and climate-resilient practices will be considered a strong asset.

What we offer


Type of contract: a first 6 (six) months contract subject to verification (achievement of specific objectives); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first period of collaboration.


Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work)


Othersconditions: Personal Effects Transportation (12 months contract); First Accommodation (12 months contract)


Annual leave: 2,5 days/month (working days)


Flight ticket: one return flight every 12 months of contract
