Organizational Context and Scope:
Under the overall supervision of the Chief of Mission, and the direct supervision of the Procurement &
Logistics Officer, the incumbent is responsible for handling procurement activities for the IOM Burundi
mission. In particular, the incumbent will be responsible for the following tasks:

FUNCTIONS/RESPONSIBILITIES:
1. In close coordination with the Procurement unit, Support the overall warehousing administration,
receiving the goods from vendors/transporters and verify the quantity/quality to confirm all meets the
same specifications have been ordered, including updating the warehouse records and database,
handing over the goods to the operations whenever required.
2. Provide regular update on the warehouse inventory records upon completing for each activity and
submit the updated warehouse inventory report to Procurement/Logistics Officer on weekly basis.
3. Ensure all the original shipping documents are well received in case of receiving new arrival
shipments like, packing lists, waybills, bills of lading and the shipping invoices.
4. Obtain the duly authorization from Logistics/Procurement Officer or his/her designated officer in case
of releasing/issuing any of the warehouse items to any individual and/or unit within the mission.
5. Ensure compliance to asset inventory policy and ensure that all newly purchased assets are registered
through SAP.
6. Maintain an updated asset movement/transfer assigned to staff members. Sign off separation
clearances for assets of departing staff members/consultants, including maintain an updated
7. Loss/damage of asset. Ask staff member to prepare Asset Loss/Damage Form accordingly
8. Conduct regular check/reconcile asset physically with the data generated from SAP, ensure assets are
labeled and update SAP asset data accordingly, perform disposal process of asset (bidding, handing
over of asset, scrapping) and the retirement process in the system.
9. Ensure that all assets assigned to staff are supported by appropriate Asset Assignment Form (AAF)
10. Update SAP asset data in line with actual asset movement and changes. Each movement/changes
should be reflected in updated AAF and recorded in the system in timely manner.
11. Coordinate with CAS-Asset Management in Manila on any asset management matters. Obtain
approval for Asset Disposal Form (ADF) from IOM Management and CAS-Asset Management for all
broken/sold/donated assets.
12. Maintain records of all asset transactions (creation, assignment, transfer, handover, and retirement),
ensuring that an efficient filing system for records regarding assets are in place (e.g. assets quotations,
AAF, AHF, ADF, other reports/HQ approvals etc.)
13. In conjunction with verification team, assist in providing asset data for the verification (e.g.
ZASSETLIST, AAF), coordinate with sub offices prior to the verification process, and reconcile the
result of all verification reports.
14. Perform other related duties as may be assigned by Program Manager/Supervisor

Education and Experience:
• Bachelor’s degree in Purchasing and Supplies Management or a combination of relevant training
and practical experience with two (2) years minimum experience with progressively responsible
professional work in managing procurement and logistics operations.
• High School Diploma in Purchasing and Supplies Management or a combination of relevant
training and practical experience with (4) years minimum experience with progressively
responsible professional work in managing procurement and logistics operations.
• Demonstrated ability of working effectively and harmoniously with colleagues from varied culture
and professional backgrounds in order to achieve desired goals.
• Analytical, communication, interpersonal and advocacy skills, sensitive to and awareness of the local
development, good knowledge of computer management and applications, experience in using
SAP/PRISM system is desirable. Good knowledge of the geography and culture of Burundi.

Languages
• Fluency in English and French is required (oral and written).

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs.
