PURPOSE OF POSITION

(Position will be located mandatory at Makamba Province)


This position will contribute to organizational learning and accountability through project baselines, evaluations, monitoring and reporting, to demonstrate the project contribution and impact to communities focusing the ministry for greater impact.

  1. Activity and Output Monitoring

  • Orient and Build project staff capacity on monitoring tools, monitoring and Evaluation (M&E) database, M&E plan, Indicator Tracking Table, Detailed Implementation Plan (DIP), project logframe, budget and the overall project design.

  • Regularly (monthly) review the project monitoring data, financial report, against the DIP and Budget to ensure quality implementation.

  • Consolidate data from partners and update the overall project M&E database, ensuring accuracy, completeness and consistency.

  • Build project staff capacity on output monitoring.

  • Analyze the monitoring data (activity and output level) and establish trends and progress of implementation; and inform relevant project staff for decision making and actions

  • Participate in the development of project reports (monthly, quarterly, semiannual, annual, etc. as per project requirement) ensuring very high quality

  • Build all project staff in identification and documentation of change stories, using quality multi-media

  • Develop regular project newsletters highlighting significant changes/ impact stories and lessons and share with managers on a quarterly basis.

  • Update project monitoring data on Horizon 3- World Vision’s information management system

  1. Project Learning and Reflection

  • Co-facilitate project reflection and planning meetings and document emerging lessons and issues and document emerging lessons and issues

  • Lead outcome monitoring using Lot Quality Assurance Sampling (When/ if required by the project)

  • Work with project staff to prepare for, and present evidence of change to all World Vision International Burundi staff during the Evidence Day. Participate to National Office (NO) reporting requirements (e.g. Child Wellbeing Reporting

Baseline & Evaluation

  • Develop Baseline/ Evaluation ToRs

  • Lead Baseline and Evaluations as Survey Team Leader

  • Develop (or review if done by consultant) baseline and evaluation reports; and make the necessary improvements.

  • Develop Fact sheet of baseline and evaluation findings and share with Managers and project staff

  • Update outcome M&E database

  • Monitor the implementation of baseline and evaluation recommendations and update the managers and project staff.

Risk Management

  • Participate in the development of project Ministry Wide Risk Assessment Project (MWRAP) ensuring all DME risks are adequately identified.

  • Keep an updated MWRAP, ensure all risk controls are in place, and manage the risks and report on a quarterly basis.

  • Build project staff capacity on context monitoring and risks identification and reporting

  • Keep the project issues log, monitor their management and report to the manager on a monthly basis.

  • Develop and project quality checklist, and undertake regular field visits to review implementation quality against the checklist; and develop a report including action plan for improvement.

  • Work with other project staff to set up a community accountability and Feedback mechanism

  • Perform other duties that may be assigned for the overall good of the National Office

Staff Management

  • Prepare, sign and submit annual performance agreement based the Job Description

  • Develop Weekly and Monthly Management Reports, articulating achievements, challenges, next month’s priorities and needed support

  • Review self-annual performance alongside the coordinators on a timely manner and ensure the documents are submitted to People and Culture department within the stipulated timelines

Collaborated relations and conducive operating environment

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor degree in International Development Studies, Social Sciences, Statistics, Management or other related fields.

  • Relevant experience of at least 3 years in Community Development with a focus on monitoring and evaluation in INGO.

  • Other Competencies/Attributes:

  • Strong research skills using different methodologies

  • Strong report writing and communications skills

  • Project management Skills

  • Strong capacity building skills using different methodologies

  • Knowledge of various technologies that can leverage programming, such as GIS, Mobile solutions in research, etc.

  • Excellent written and verbal communication skills, including report-writing and formal communication skills.

  • Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook).

  • Experience with development project management tools such as logframes, monitoring and evaluation tools and budgets.

  • Must be a committed Christian, able to stand above denominational diversities.

Work Environment:

  • Work environment: Filed-based with travel to the NO when called upon

  • Domestic Travelling: Regular internal travel to project areas is required

  • On call: 10% and in emergency and disaster situations, the position will be required to be on-call

Historique

World Vision travaille au Burundi depuis plus de cinq décennies.

Les équipes de World Vision ont commencé à travailler au Burundi en 1963. Leurs opérations se sont arrêtées vers la fin des années 1980 mais ont repris en 1993, en réponse aux besoins humanitaires pressants provoqués par les troubles civils généralisés. En 1995, ils ouvert leur bureau à Bujumbura.

Au cours des 30 dernières années, leur travail, qui consistait à fournir des secours d'urgence, est passé d'investir dans des programmes de développement à long terme.

Actuellement, leur personnel et leurs programmes apportent espoir et aide aux enfants et aux communautés à travers le pays grâce à un large éventail de projets intégrés et holistiques. Ils travaillent avec ceux qui sont les plus vulnérables - les pauvres et les opprimés - sans distinction de religion, de race, d’origine ethnique ou de sexe.

À ce jour, World Vision apporte espoir et assistance à plus de 1 000 000 enfants (dont plus de 40 000 sont des enfants parrainés) et à leurs communautés dans le cadre de 18 programmes de développement régional (ADP) chaque année.
