 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Migrant Protection and Assistance (MPA) unit of IOM mission in Burundi provides protection and assistance to individuals in vulnerable situations, including victims of human trafficking and children, through collaboration and advocacy with a wide range of stakeholders.

IOM collects data on cases of human trafficking, internally displaced people, and other vulnerable individuals that the organization identifies or assists.

In order to ensure the assistance of beneficiaries and delivery of capacity building activities, IOM Burundi adheres to international standards of assistance and strict internal procurement and financial processes.

Under the overall supervision of the Chief of Mission and the direct supervision of the MPA Associate Project Officer, the successful candidate will contribute to the overall evaluation of IOM Burundi’s assistance to Victims of Trafficking (VoT) as well as other vulnerable individuals such as IDPs in terms of its relevance, effectiveness, efficiency, impact, sustainability, overall performance, management and achievements.

Objective:

 The Consultant is expected to provide an independent and substantiated review of the programme achievements; capture underperformance; review coherence and connection with other initiatives within the program; assess partnership strategy; capture feedback from beneficiaries of assistance provided by the programme; recommend improvements that may be undertaken to ensure quality outcome, and provide forward-looking recommendations.

The evaluation will result in the production of a comprehensive evaluation report with findings, recommendations and lessons learned, which will be used by IOM Burundi’s protection unit and implementing partners to strengthen the implementation of future assistance and inform future programming.

Tasks to be performed under this contract:

 The successful candidate will have the following duties and responsibilities:

  1. Desk review – the consultant will review all available documents and data related to the assistance provided by IOM MPA Burundi, such as project documents and reports, as well as IOM database.
  2. Finalization of evaluation methodology and work plan – in consultation with the Programme team, the consultant will finalize the appropriate methodology to address the objectives of the evaluation. The methodology will entail a participatory process for data collection, generating an evidence base to substantiate all findings while ensuring that data collection and data analyses are of a high quality, and that stakeholders are involved in data collection process and debriefed on regular bases to address any unforeseen challenges requiring support or clarification.
  3. Field visits – the consultant will conduct field visits to collect data using a mix of qualitative and quantitative approaches. In close cooperation with the Programme team, the consultant will formulate questionnaire and identify the key stakeholders to be interviewed during the evaluation.
  4. Preparation of the draft evaluation report and finalization of the report – The consultant will prepare the draft evaluation report; submit it to IOM Burundi. Upon receiving the comments, the consultant will finalize the
  5. Debriefing – the consultant will present the evaluation report to IOM Burundi. The final report will also be presented internally to other IOM units and externally to relevant partners and stakeholders, if

Key deliverables to be performed under this contract:

  1. Work plan and inception report
  2. Reports of field missions
  3. Summary of initial findings
  4. Final report

The above outputs need to be delivered by the end of the contract with the exception of the workplan and the inception report that should be delivered within the first month.

The detailed workplan will be agreed with the consultant.

Required Qualifications and Experience:

 Education:

  1. University degree in Social Sciences, Human Rights, Political Science, International Affairs, Behavioral Sciences, or a related field from an accredited academic institution with four years of relevant professional experience OR
  2. High School Degree/Certificate from an accredited academic institution with six years of relevant in the above

Experience:

  • At least 5 years of extensive project/programme monitoring and evaluation expertise and experience, especially in the field of
  • Proven analytical skills and ability to conceptualize and write concisely and clearly
  • Proficiency in the use of Excel, Microsoft Office, and
  • Excellent organizational skills, and proven ability to produce quality work accurately according to set deadlines.

Languages:

Fluency in French (written and oral); English is desirable.

Notes:

Position open to external national candidates, female candidates are encouraged to participate.

Appointment will be subject to certification that the candidate is medically fit for appointment and security clearance.

The Consultant cannot be engaged in another line of work.

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs.
