Context:

Objective:
Under the overall supervision of the Migration health Department (MHD) project manager and direct supervision of the national Migration health officer, the incumber will be responsible and accountable for preparation of the plan of the infrastructures, review the budget submitted by the contractor, launching and supervision of rehabilitation in the points of entry of Burundi and produce narrative and technical reports.

Core Functions / Responsibilities:

The successful candidate will be responsible of the following duties and responsibilities

1. Act as the main technical advisor to the department and supervise the works on the Site;
2. Assist to develop the building plans and designs using three-dimensions images using specialized software;
3. Support the department of migration and health to determine the scope of work, schedules and cost estimate for the construction and rehabilitation ;
4. Propose an approximation of Bills of quantities according to infrastructure plan and design;
5. Review the costs submitted by the contractor to insure the unit cost are accurate and realistic;
6. Support the design, development, and implementation of all construction from initial planning to the project implementation;
7. Ensure that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained;
8. Ensure that all materials used and works performed are in accordance with the specifications indicated in the contract document;
9. Ensure that the works timely progress in order to meet agreed deadlines;
10. Insure regular site visits to oversee quality control of the infrastructures to insure they meet international health documents requirements, specifically the IHR-2005;
11. Collaborate closely with the project manager and the national officer to discuss about the progress of the activities and challenges encountered during the rehabilitation of the infrastructures;
12. Prepare various narratives, and technical reports as required.
13. Perform other duties as may be assigned

Offer conditions:
• The consultancy is for three months;
• The successful candidate will be paid in BIF a NOA salary equivalent and any other financial advantage will be granted;
• For any displacement related to consultancy, transport will be provided;
• Any medical insurance scheme is planned for this period of consultancy.

Required Qualifications and Experience:

Education:
• University degree in engineer or Architect or related field from an accredited academic institution with three years of relevant professional experience or;
• Completed high school degree in the field cited above from an accredited school institution with five years of relevant professional experience.

Experience
• Qualified engineer or engineer experience, desirable experience in structural design
• Site experience as consultant or contractor in an international environment
• Experience in working with UN project highly desirable
• Excellent-personal skills

Behavioral:
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
• Proven leadership, teamwork, and interpersonal skills. Ability to work under limited timing is essential.

Languages:
• Required: French and Kirundi.
• Fluency in English is an asset.

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs. While a significant number of refugees have been assisted to return – which now poses an additional challenge to the country – there have been efforts to ensure that the Burundian Diaspora is increasingly engaged in the ongoing socio-economic and political processes in the country, and specifically in the current global and regional dialogue processes on migration and …
