HOPE International Burundi is seeking an Operations Manager who will be responsible for managing the operations of the HOPE Burundi Savings Group (SG) program to achieve or exceed program goals, to ensure timely and quality program delivery, to make recommendations for program improvements, and to build partner relationships with churches, organizations, and individuals. The primary focus of this position is the management of the HOPE Burundi SG Program operations, trainings, quality, compliance, and operational reporting.

Responsibilities

  1. Operations Management
    a. Assist the COUNTRY DIRECTOR to develop strategic plans, operational targets, and annual goals (objectives and targets)
    b. Assist the COUNTRY DIRECTOR and the team to achieve or exceed annual goals within the established budget
    c. Assist COUNTRY DIRECTOR to ensure that the program activities are following industry standards and best practices for SGs
    d. Support the COUNTRY DIRECTOR in ensuring that all partners comply with the local law requirements and develop sustainable models of operations
  2. Ensure quality operations of Hope International Burundi SG program. a. Review and validate HOPE Burundi reports to CSU or partners
    b. Provide recommendations to improve the efficiency and effectiveness of operational policies and procedures for partner programs
    c. Provide training on reporting tools and procedures to ministry coordinators and field coordinators (MCs & FCs)
    d. Ensuring compliancy of MCs’ and FCs’ field visits to Savings Groups
    e. Ensure compliance in monthly mentoring meetings as conducted by FCs while implementing the mentoring meeting guidelines
    f. Serve as lead on special projects as requested by the COUNTRY DIRECTOR
  3. Personnel Management
    a. Manage and support the training coordinator, quality assurance officer, and agriculture project officer in developing annual performance objectives
    b. Provide support and mentoring to ministry coordinators and field coordinators
    c. Conduct the annual partner staff performance assessment, especially field coordinators and ministry coordinators
    d. Participate in key partner discussions and take assignments arising from partner dialogue
  4. Financial Management
    a. Support the AFM and COUNTRY DIRECTOR in budgeting and budget reforecast processes by supplying relevant data
    b. Ensure that all operations are executed within the approved budget framework, including growth projection and relevant data
    c. Participate in the review of partner quarterly budgets and document the review process
  5. Managing database and reporting dataa. Ensure that all Burundi SG groups’ data is up to date in the Quill, Power BI, and/or Adaptive by ensuring that all the necessary changes are timely and occurring regularly
    b. Provide support to the ministry coordinators in keeping updated data.
    c. Support and maintain stronger controls and procedures and regular updates to the Operations Manual, including contributing to Risk Assessment management.
    d. Ensuring that all MCs and FCs have and are using the recommended reporting templates including but not limited to FMRs and Performance Objective templates, among others.
    e. Verify and report operations to the COUNTRY DIRECTOR and support CSU reporting
    f. Review and provide Quality Assurance monthly reports, training reports and Agriculture reports to the COUNTRY DIRECTOR
  6. Risk Managementa. Assist senior management in the review of internal audit reports and addressing the concerns of internal audits while participating in QMRs, RAPs and other risk mitigation meetings for HOPE Burundi
    b. Assist management in the review and identification of internal control gaps and ensure proper implementation of the same
    c. Recommend the mitigation of key operational and/or financial risks at the HOPE Burundi Office or partner level to the COUNTRY DIRECTOR
    d. Support the COUNTRY DIRECTOR to oversee the process of operational audits, and the implementation of its findings
    e. Ensure that all partners comply with the operational procedures of HOPE Burundi and other risk-mitigating plans
  7. Spiritual Integration and Christian Witnessa. Participate in weekly devotions, monthly meetings, and retreats for HOPE Burundi staff to maintain a focus on the program’s Christ-centered mission and to promote spiritual growth among staff
    b. Ensure a personal healthy spiritual balance within the family, work, and church life through the adoption of Biblical, personal, and spiritual disciplines
    c. Support the Spiritual Integration Manager in ensuring that the SI activities within the partner staff and Savings Groups have an operational impact
  8. Listening, Monitoring, & Evaluationa. Under the guidance of the Country Director and the CSU LM&E team, the Operations Manager serves as the project manager (or coordinator) of in-country Monitoring and Evaluation activities of the SG program.
  1. Project Managementa. The Operations Manager will take ownership of managing major projects within the program as assigned by the Country Director, especially projects that cut across program functions and involve both program staff and CSU staff. It may include technology pilots, complementary service proposals, and new partner feasibility studies, among other activities.
  1. Marketinga. Responsible for marketing responsibilities such as story collection, field visits, hosting donors, and hosting visitors
    b. Responsible for HOPE brand management and visibility at the country head office

Skills & Qualifications

Personal confession of Christian faith and commitment to the mission and vision of HOPE International

Fully committed to Kingdom building and bearing witness to Christ in the workplace and among partners and other stakeholders

Passionate commitment to HOPE’s mission and vision

Experience in microenterprise development, particularly savings group program preferred

Demonstrated experience in international development work or a minimum of 5 years of successful business experience at a senior management level

Passion and ability to self-educate regarding Savings Groups methodologies and systems

Qualifying degree in Economics, Agronomy, Social Sciences, Community Development, or similar fields of study

Excellent understanding of cross-cultural communications, workplace relationships, church relations, and the ability to relate to and be self-motivated

Fluent in spoken and written English, French, and Kirundi

Excellent computer-based communication skills and the Microsoft package

Highly flexible and creative, assertive, and self-starter with demonstrated ability to work independently as well as in collaboration with a team

Experience working with the church at national levels strongly preferred

Demonstrated local experience in and understanding of the country of Burundi

Willingness to travel extensively

Willing to work under highly dynamic situations
