Duties

The incumbent is responsible for procurement of all commodities and services for the Embassy and its associated Agencies at Post (USAID and DoD).  Commodities include but are not limited to: office furniture, equipment and supplies, household furniture appliances and equipment, vehicles, building equipment, petroleum products, Maintenance and repairs services for vehicles, building and equipment, cleaning services, technical items such as spare parts for equipment, vehicles and other specialized tools, by Purchase Orders, Contracts, Credit Card, Blanket Purchase Agreements, by Requisitioning from GSA or ALM/OPS/WLC/WDB sources or by Delivery Orders from companies with established GSA or Federal  contracts. The incumbent will be providing daily guidance and direction to (3) Procurement Agents. Incumbent serves as an incidental operator of official vehicles and meets all requirements outlined in regulations.

Qualifications and Evaluations

Requirements:

EXPERIENCE: 



Non-Supervisory



Three years of progressively responsible experience in procurement or logistics fields is required.



Supervisory



One year of supervisory experience is required.



JOB KNOWLEDGE:  Must have good knowledge of local market practices and suppliers, pricing customs and practices. Must have full understanding of local and foreign purchase guidance and procedures.


Education Requirements:

A Bachelor's degree in Procurement, Supply Chain Management, Business Management, Logistics Management, or Accounting is required.



 


Evaluations:

LANGUAGE:




English: Level 4 - Fluent; written/spoken, including the ability to translate is required.


French:  Level 3 - Good working knowledge; written & spoken


Kirundi: Level 3 - Good working knowledge; written & spoken is required.



This may be tested. 



SKILLS AND ABILITIES: 



Pre-hire Skills and abilities



Must possess supervisory and management skills and abilities to organize, manage, and supervise the procurement staff and function effectively while producing work on a timely schedule. Must have strong organizational and coordinating skills to ensure a smoothly running procurement operation.  Must be able to work independently with a minimum of guidance and be able to set priorities in a frequently changing work environment.   Must understand the importance of efficient record-keeping, feedback to requesters on status of their requests and follow-through on all actions.  Level II (35 wpm) typing ability and strong computer skills required (Word Processing; Excel and Access Spreadsheets; E-Forms) Extensive use of the Internet and Intranet sites.



Must have a valid and current driver license for a car and must have possessed a valid driver's license for at least five years. Excellent customer service skills are required to develop and maintain effective, sustainable working relationships with the U.S. Mission customer base, Mission service providers and outside local vendors, landlords and companies for purposes of obtaining goods and services locally when necessary. Organizational skills are required to operate independently with limited direct supervision of day-to-day activities. Tact in dealing with local companies and businesses and persuasiveness in dealing with vendors in obtaining best pricing is required.  Numerical skills for developing contracts and obtaining best pricing are required. Good internet skills are required for researching availability of goods and best pricing. 



Post-hire Skills and Abilities



Ability to use ILMS, Ariba, Contractor Performance Assessment Rating System (CPARS) and Federal Procurement Data System (FPDS) applications is required.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Bujumbura, Burundi may receive a compensation package that may include health, separation, and other benefits.



For EFMs, benefits should be discussed with the Human Resources Office.



The pay plan is assigned at the time of the conditional offer letter by the HR Office.
