Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Organizational Context and Scope:

Burundi is regularly affected by a variety of hydro-meteorological hazards, including torrential rains and hailstorms, triggering frequent floods and landslides, and intense winds. The country is also located on the Albertine Rift, and has experienced considerable damage during past earthquake events. Large parts of the country also suffer from slower-onset hazards and environmental degradation processes, including drought, soil erosion, and a loss of freshwater resources.
In order to address challenges, IOM is launching a country-wide Disaster Risk Reduction programme, focusing on three main components:
1. Identification of risks linked with key hazards in the country to inform contingency planning.
2. Strengthening of institutional mechanisms for better management and implementation of contingency plans and coordination between relevant actors, with a specific focus on provincial and municipal authorities, as well as through direct engagement of communities at risk;
3. Protection of communities through community-led hazard prevention and mitigation interventions, including structural and infrastructural strengthening and sustainable natural resources management and restoration.

Under the overall supervision of the Chief of Mission in Burundi, the direct supervision of the Programme Manager (DRR), and in close coordination with the DRR Coordinator, the selected candidate will be responsible for the following specific tasks:

FUNCTIONS/RESPONSIBILITIES:

1. Assist the Programme Manager (DRR) in the implementation and monitoring of DRR capacitystrengthening activities (in the framework of the project’s component 2) with a focus on provincial
and municipal government counterparts; collaborate with up to three field project assistants for field activities and trainings;
2. Contribute to the elaboration of a capacity-building plan based on Learning Needs-Assessments tailored to the AoR needs;
3. Assist in the organizing of multi-stakeholder DRR meetings at sub-national level; organize capacitybuilding events and dialogue initiatives involving key stakeholders;
4. In coordination with experts and trainers, contribute to the review and update of emergency contingency plans;
5. In close coordination with local partners, support the preparation and post-event evaluation of simulation exercises to test provincial and municipal contingency plans;
6. Provide inputs to the design and implementation of community-based hazard, vulnerability and capacity assessments in prioritized locations;
7. Assist the Programme Manager (DRR) to create Community Emergency Response Teams (CERTs) at the municipal level; coordinate and monitor the identification, procurement, distribution and postdistribution monitoring of emergency equipment to establish community tool banks; assist in the training of CERTs as needed;
8. In coordination with the Information Management Unit (IMU), collaborate with field assistants on M&E and conduct regular monitoring and reporting against targets on the progress of capacitystrengthening activities (project component 2);
9. Identify issues and bottlenecks in capacity-building activities and propose remedial actions to the Programme Manager (DRR);
10. Stay in close touch with the different IOM project units and support teams to ensure effective and efficient flow of information and timely follow-up on activities and requests at the field level.
11. Perform such other duties, as required.

Education and Experience:

1. University degree in Social/Political Sciences, International Relations, Business administration or a related field from an accredited academic institution with 3 years of relevant professional
experience.
Or;
Higher Secondary School in Social/Political Sciences, International Relations, Business administration or a related field from an accredited academic institution with 5 years of relevant
professional experience
2. Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management an advantage;
3. Experience in liaising with governmental authorities and local communities, as well as national and international institutions essential; experience in one of the organizations of the UN Common System and field experience are a distinct advantage;
4. Broad sector knowledge and/or field experience in the areas of humanitarian action, Disaster Risk Reduction, and the development field;
5. Proven experience in Trainings and workshops events design, organization, facilitation, animation, public communication, evaluation and reporting;
6. Demonstrated knowledge in adult learning methodologies and facilitation techniques, along with knowledge transfer strategies adapted to audience of various backgrounds and level;
7. Demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical
understanding of Disaster Risk Management activities;

Languages
▪ Required: French, English and Kirundi (Written and Spoken)

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs.
