Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Organizational Context and Scope:

Burundi is regularly affected by a variety of hydro-meteorological hazards, including torrential rains and hailstorms, triggering frequent floods and landslides, and intense winds. The country is also located on the Albertine Rift, and has experienced considerable damage during past earthquake events. Large parts of the country also suffer from slower-onset hazards and environmental degradation processes, including drought, soil erosion, and a loss of freshwater resources. In order to address challenges, IOM is launching a country-wide Disaster Risk Reduction programme, focusing on three main components:

1. Identification of risks linked with key hazards in the country to inform contingency planning.
2. Strengthening of institutional mechanisms for better management and implementation of contingency plans and coordination between relevant actors, with a specific focus on provincial and municipal authorities, as well as through direct engagement of communities at risk.
3. Protection of communities through community-led hazard prevention and mitigation interventions, including structural and infrastructural strengthening and sustainable natural resources management and restoration.

Under the overall supervision of the Chief of Mission in Burundi, the direct supervision of the Programme Manager (DRR), and in close coordination with the DRR Coordinator, the selected candidate will be responsible for the following specific tasks:

FUNCTIONS/RESPONSIBILITIES:

  • 1. Support strategic and operational decision-making by processing, analyzing and presenting data related to disaster Risk Information (RI), including Geographic Information Systems (GIS) and databases, and Monitoring and Evaluation (M&E) in close collaboration with the GIS/Database Project Assistant and the M&E Project Assistant.
  • 2. Assist with the development of i) data collection and risks mapping tools to capture and evaluate natural disaster risks at the national and community level, ii) the development of a database to manage the information collected, as well iii) M&E tools to assess quantitative and qualitative progress against project indicators.
  • 3. Provide inputs for the revision of various data collection tools and methodologies as needed and make recommendations to improve relevancy and coherence of overall data collection.
  • 4. Support the training of colleagues and field staff on data collection tools, technologies and methodologies to verify, process, analyze and report data.
  • 5. Assist the DRR Program Manager with the monitoring of data collection processes and data management activities by the GIS/Database Project Assistant, including data mapping, encoding, storing, processing, and analysis, in specific to aspects related to GIS, and by the M&E Project Assistant.
  • 6. Perform data processing and support the Program manager for data analysis and prepare related products and reports.
  • 7. Identify needs and support the creation and maintenance of interactive data visualization platforms (geo-portals, risk information portal, web maps, infographics, factsheets and dashboards).
  • 8. Contribute to the execution of effective GIS and GIS related products, both for operational purpose and information sharing and dissemination.
  • 9. Assist the monitoring of data compilation from the IOM Displacement Tracking Matrix (DTM), liaise with the service provider implementing the multi-hazard disaster risk assessment and other primary and secondary data in a database that will inform risk maps, in close collaboration with the GIS/Database Project Assistant.
  • 10. Provide support to the service provider implementing the multi-hazard assessment and risk mapping in ensuring sustainable transfer of Risk Information portal to the Government of Burundi’s ownership.
  • 11. Assist in the set up and management of project databases; collect data from project teams to track progress against key performance indicators in the project Log Frame, in close collaboration with the M&E Project Assistant.
  • 12. Provide technical inputs to the DRR Programme Manager regarding maintenance and management of disaster risk information.
  • 13. Coordinate closely with the IOM’s Displacement Tracking Matrix (DTM) Unit at all times.
  • 14. Undertake travel to the field to support monitoring and data collection, as requested.
  • 15. Perform such other duties as may be assigned.

Education and Experience:

  • 1. University degree in Disaster Risk Management, Geography, Social Sciences, Demography, Information Management, Geographic Information Systems, Statistics, Computer Sciences or a related field from an accredited academic institution with 3 years of relevant professional experience.
  • Or;
  • Higher Secondary School in Disaster Risk Management, Geography, Social Sciences, Demography, Information Management, Geographic Information Systems, Statistics, Computer Sciences or a related field from an accredited academic institution with 5 years of relevant professional experience
  • 2. Demonstrated experience in Data and Information Management (IM), disaster Risk Information (RI) including Geographic Information Systems (GIS), and Monitoring and Evaluation (M&E)
  • 3. With understanding of data protection issues, ability to verify, clean and process data to suggest visual products.
  • 4. Broad DRR sector knowledge is required.
  • 5. Excellent computer knowledge use including Microsoft Office and full proficiency to use internet and email;Infographic/Data visualization skills are an asset.
  • 6. Excellent command of Database (Access, Excel) and GIS Software (ArcGIS and/or QGIS); Knowledge of Statistical (SPSS, Sphinx…), Geo-spatial (SQL), Data visualization (Tableau, Adobe Illustrator…) are advantageous.
  • 7. Good knowledge of Open Data Kit (ODK) applications.
  • 8. Excellent writing skills.
  • 9. Excellent organizational skills including filing, and proven ability to produce quality work accurately and concisely according to set deadlines.
  • 10. Good knowledge of the geography of Burundi.
  • 11. Familiarity with mobile data collection technologies and GPS an advantage.
  • 12. Field experience in the areas of humanitarian action or the development field is an asset.

Languages

  • Required: French and English (Written and Spoken)
  • Advantageous: Kirundi and/or Swahili

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs. While a significant number of refugees have been assisted to return – which now poses an additional challenge to the country – there have been efforts to ensure that the Burundian Diaspora is increasingly engaged in the ongoing socio-economic and political processes in the country, and specifically in the current global and regional dialogue processes on migration and …
