II. POSITIONS’ DETAILS


1. CHIEF OF PARTY

1.1. Purpose of the position

World Vision is seeking a Chief of Party (COP) for an anticipated multi-million-dollar project titled, Reproductive, Maternal, Newborn, and Child Health, Immunization, and Malaria (RMNCI+M) Activity in Burundi which is funded by the U.S. Government Agency for International Development (USAID). The Activity will support comprehensive RMNCI and Malaria services at health facility and community level, and will strengthen the health system at the national and district levels, to: 1) Improve the delivery of high-quality RMNCI+M services across the continuum of care; 2) Promote healthy behaviors among women, youth and men, and 3) Strengthen the health system to support high-quality delivery of integrated care. It will also improve malaria case management among older children (above five years) and adults.


The Chief of Party will be responsible for the successful implementation of the USAID-funded project to strengthen local health systems, improve delivery of high-quality RMNCI+M services, improve malaria case management, and promote healthy behaviors at the community level in priority areas.


The Chief of Party is responsible for providing overall strategic leadership, oversight, and coordination for project activities and staff. S/he will possess both deep applied experience in RMNCI, malaria case management, health system strengthening, and primary health care in fragile and conflict settings. S/he will have demonstrated abilities in leadership, strategic thinking, development of effective teams, and change management. S/he must also have a demonstrated ability to collaborate effectively and efficiently with host country agencies, including central and local governments, development partners, civil society, and community-based organizations.


The Chief of Party will provide leadership in the design and implementation of the project to ensure effective and streamlined management of program operations that are in alignment with the USAID goals, objectives, and requirements. The Chief of Party will serve as a liaison between USAID, project personnel, consortium partners, and key stakeholders; lead communications with supported countries and develop Country Operating Plans; plan annual targets; ensure appropriate use of resources with the support of the Senior Management Team (SMT); and supervise and mentor interdisciplinary teams. S/he will lead the SMT to identify areas of concern within the project and work with the program team to find viable solutions. S/he will work with the MEL team to ensure continuous quality improvement. The COP will coordinate closely with finance and project personnel to ensure an efficient management approach. Across all efforts, s/he will set standards for an atmosphere of trust and mutual respect, and help carry out our Christian organization’s mission, vision, and strategies.  Personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word, and sign.


The position will be based in Bujumbura, Burundi. Recruitment is contingent upon successful award of the project. Selection of the final applicant is subject to USAID approval and funding. The project is anticipated to begin in July 2024.


1.2. Major Responsibilities

  • Keep Christ central in individual and corporate life.
  • Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, devotions, chapel, prayer, worship); incorporate WV Core Values into decisions within scope of role.
  • Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.
  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact. Provide vision and strategic technical leadership for the project.
  • Serve as primary liaison to USAID, local and national governmental authorities, local NGOs, and community organizations.
  • Facilitate learning of best practices on program’s technical areas and other donor organizations.
  • Liaise with local government officials, local communities, donor representatives and other stakeholders as appropriate.
  • Provide strategic and technical leadership and direction, defining and implementing activities to achieve the greatest impact toward project goals and objectives.
  • Establish standard operating procedures (SOPs), including tools and templates, to guide effective, efficient, and compliant program administration.
  • Research new funding opportunities and develop and write funding proposals, if second phase of the grant or cost extension is planned. Participate and conduct on-going lessons learned with key staff and partners/sub-grantees. Participate in and lead NGO – donor forum to represent WV, the project, and seek cooperation for joint advocacy opportunities.
  • Supervise a team of senior level international and national staff and consultants with skills across a diverse set of technical areas. Ensure proper technical capacity of staff to manage complex donor-funded projects.
  • Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor requirements.
  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff.
  • Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.
  • Escalate grant management issues early and openly; resolve grant management issues quickly and fully.
  • Represent the project at conferences, working groups, and meetings to support USAID and WV

1.3. Qualifications and Job Requirements

Education, Experience and Qualification:

  • Master’s Degree (or international equivalent) in Public Health, Project management, Business Administration, or a related field.
  • A minimum of 8-10 years of experience in the specified sector to include assessment, evaluation, and design of projects required.
  • Experience in health program implementation in fragile/conflict settings including delivery of high-quality RMNCI+M services, promoting healthy behaviors, strengthening health systems, community mobilization, and malaria case management.
  • Experience as a chief of party of senior expert advisor required.
  • Proven ability to effectively manage technical assistance teams.
  • Knowledge of and familiarity with U.S. Government international assistance program requirements, preferably USAID, and/or other bilateral funding agencies.
  • Experience managing subgrants and contracts under grants for complex projects.
  • Demonstrated ability to work with different stakeholders including Government institutions, local organizations, etc.
  • Proven ability to manage all aspects of grant and contract administration, and technical assistance staff with a commitment to teamwork.
  • Experience overseeing multi-country program from remote location.
  • Travel: Ability to travel about 30%
  • Fluency in English and French required.

2. DEPUTY CHIEF OF PARTY

2.1. Purpose of the position:

World Vision is seeking a Deputy Chief of Party for an anticipated multi-million-dollar project titled, Reproductive, Maternal, Newborn, and Child Health, Immunization, and Malaria (RMNCI+M) Activity in Burundi which is funded by the U.S. Government Agency for International Development (USAID). The Activity will support comprehensive RMNCI and Malaria services at health facility and community level, and will strengthen the health system at the national and district levels, to: 1) Improve the delivery of high-quality RMNCI+M services across the continuum of care; 2) Promote healthy behaviors among women, youth and men, and  3) Strengthen the health system to support high-quality delivery of integrated care. The Deputy Chief of Party will ensure the successful implementation of the USAID-funded project to strengthen local health systems, improve malaria case management, and promote healthy behaviors at the community level in priority areas.


Reporting to the Chief of Party, the Deputy Chief of Party is responsible for providing technical supervisory and management support to the project. S/he sets standards for technical issues and provides overall technical support to the program. As a member of the project’s Senior Management Team, she/he will promote an atmosphere of trust and mutual respect, and help carry out our Christian organization’s mission, vision, and strategies.


S/he provides oversight of coordination; monitors program implementation; maintains relationships with project partners and key stakeholders in project implementation; contributes to development of annual country operation plan submission, supported countries’ health system strengthening, strategic plans and reports; develops/utilizes systems to track program technical quality. The primary function of this position is to strengthen the technical/clinical capacity and ensure quality service provision.


The Deputy Chief of Party will primarily be responsible for the technical strategy and implementation of the project. S/he will support the Chief of Party in communication with supported countries, development of the Country Operating Plan, planning annual targets, and ensuring appropriate use of resources. The Deputy Chief of Party will ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. S/he will also ensure coordination between program and operations leads and effectively manage programming and operations talent. The Deputy Chief of Party will also coordinate the health system strengthening and malaria case management services to supported countries. S/he will assist identify areas of concern within the project and work with the program team to find viable solutions. S/he supervises and mentors’ technical teams. S/he will work with the MEL team to ensure continuous quality improvement. The position will work closely with the Finance and Administrative Manager to ensure that the budget corresponds to and reinforces the supported grant.


The position will be based in Bujumbura, Burundi. Recruitment is contingent upon successful award of the project. Selection of the final applicant is subject to USAID approval. The project is anticipated to begin in July 2024

2.2.  Major Responsibilities

  • Provide expert technical guidance and oversight to reach children in project regions through improving the delivery of high-quality RMNCI+M services, promoting healthy behaviors, strengthening health systems, and improving malaria case management.
  • Lead the design of technical strategies and project work plans. Stay abreast of new policy recommendations, emerging evidence, best practices, technical and programmatic developments, and data sources.
  • Review and develop recommendations for programming. Cultivate and strengthen strategic partnerships and collaborative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions.
  • Liaise with host government officials, local communities, and other organizations as appropriate.
  • Research new funding opportunities and develop and write funding proposals for assigned program. Contribute to a learning environment for effective program delivery and results. Support the MEL Director to conduct effective project reporting, evaluation, and communication systems.
  • Submit timely accurate, and professional program reports that meet.
  • Organize and direct the work of local staff and short-term advisors. Provide supervision, training, and performance appraisals.
  • Effectively communicate donor requirements to appropriate World Vision Partnership staff.
  • Lead the development, technical writing, and dissemination of relevant technical briefs and knowledge products. Evaluate program effectiveness and determine corrective action needed to improve goal achievement by participating and conducting collaboration, learning, and adaptation activities.
  • Conceptualize, convene, and present at relevant technical consultations, webinars, and other virtual or in-person engagements internally and externally. Support virtual and onsite visits to monitor field activities, as needed.
  • Establish leadership and personal credibility to implement and maintain a clearly understood chain of authority and accountability.
  • Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements, and local laws.
  • Ensure proper technical capacity of staff to manage complex projects.
  • Deliver training and mentorship to partners to bolster their capabilities in technical service provision and aligning with donor regulations.
  • Under the supervision of the COP, facilitate the recruitment and provide direct assistance to project staff.
  • Maintain awareness of corporate goals, objectives, organizational announcements, and activities. Reference and follow organizational policies and procedures, seeking clarity as needed.
  • Assist with additional assignments as delegated by the COP.

 2.3.  Qualification and Job Requirements.

  • Master’s Degree (or international equivalent) in Public Health, Project management, Business Administration, or a related field.
  • A minimum of 6-8 years of experience in the specified sector to include assessment, evaluation, and design of projects required.
  • Experience in health program implementation in fragile/conflict settings including experience in health systems strengthening, malaria interventions, supply chain management, and community mobilization.
  • Experience as a Deputy chief of party of senior expert advisor required. .
  • Proven ability to manage technical assistance teams.
  • Knowledge of and familiarity with U.S. Government international assistance program requirements, preferably USAID, CDC, and/or other bilateral funding agencies.
  • Experience managing subgrants and contracts under grants for complex projects.
  • Proven ability to manage all aspects of grant and contract administration, and technical assistance staff with a commitment to teamwork.
  • Experience overseeing multi-country program from remote location.
  • Experience in remote management of multi-country program.
  • Proven ability to manage technical assistance teams.
  • Comprehensive knowledge of public health, healthcare systems, health policies and practices in Burundi.
  • Knowledge of and familiarity with U.S. Government international assistance program requirements, preferably USAID, and/or other bilateral funding agencies.
  • Experience managing subgrants and contracts under grants for complex projects.
  • Proven ability to manage all aspects of grant and contract administration, and technical assistance staff with a commitment to teamwork.

3. DESIGN MONITORING AND EVALUATION AND MANAGER

3.1. Purpose of the position:

World Vision is seeking a Design, Monitoring and Evaluation (DME) Manager for an anticipated multi-million-dollar project titled, Reproductive, Maternal, Newborn, and Child Health, Immunization, and Malaria (RMNCI+M) Activity in Burundi which is funded by the U.S. Government Agency for International Development (USAID). The Activity will support comprehensive RMNCI and Malaria services at health facility and community level, and will strengthen the health system at the national and district levels, to: 1) Improve the delivery of high-quality RMNCI+M services across the continuum of care; 2) Promote healthy behaviors among women, youth and men, and 3) Strengthen the health system to support high-quality delivery of integrated care. It will also improve malaria case management among older children (above five years) and adults.


The DME Manager will have overall responsibility for outlining the program’s monitoring, evaluation, accountability, and learning agenda in collaboration with research partners and WV country program staff. S/He will develop the M&E and accountability systems including the design of indicators, data collection tools, data quality controls and analysis, feedback and reporting mechanisms. DME Manager will oversee the project’s learning agenda and take responsibility for dissemination strategies. This position will lead a team responsible for implementing M&E and accountability protocols in the country where the project will operate. S/He will oversee a portfolio of field-based implementation research or evaluations and learning that may be led by WV researchers or research partners.


The DME Manager will work closely with the Chief of Party, and technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decisions and to provide project updates, as required.


The position will be based in Bujumbura, Burundi. Recruitment is contingent upon successful award of the project. Selection of the final applicant is subject to USAID approval. The project is anticipated to begin in July 2024.

 3.2. Major Responsibilities

  • Develop, manage and oversee the implementation of a monitoring and evaluation system (performance monitoring plan) across multiple partners that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, implementation science, learning, and adaptation.
  • Provide strategic leadership to ensure the following is accomplished:
  • Provide training, assistance, and consultation, as needed, on interpretation and use of performance benchmarking measures, indicators, and reports.
  • Lead collection of periodic data reports and compilation of narrative reports and submit to Chief of Party.
  • Ensure the effective use of technology in the development of monitoring and evaluation systems.
  • Communicate information obtained through DME activities to program staff, and external stakeholders, including CDC, to enable informed decision making.
  • Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data.
  • Strengthen capacity on interpretation and use of performance benchmarking measures, indicators, and program learning to consortium staff and MoH counterparts.
  • Develop and ensure compliance with procedures for collection and reporting of project and program performance and feedback data and to provide quality, timely, and complete data and reports.
  • Regularly review data collection processes, perform data quality assessments, and adjust as needed.
  • Prepare the M&E and accountability section of the annual work plans, and review it as needed.
  • Prepare the DME section of the annual work plans, and of review or updates of it, as needed.
  • Oversee baseline surveys and assessments and the implementation of the MEL system on a day-to-day basis.
  • Lead mid-term and final evaluations to inform project and programming decisions.
  • Prepare inputs for regular and ad hoc reports.
  • Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan.
  • Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities.
  • Provide capacity building to staff regarding monitoring and evaluation procedures, utilization of data collection tools, and adherence to data management practices consistent with the MEL plan.
  • Lead learning agenda for the project and support integration of evidence into routine practice. Develop learning materials and share project MEL successes through conference presentations or webinars.
  • Provide direction and oversight for all DME staff.

 3.3.  Qualifications and Job Requirements

  • Advanced degree (masters degree or PhD) from an accredited university in public health, statistics or other related field; equivalent experience may be substituted for graduate degree.
  • At least 7 years’ experience in monitoring and evaluation; at least five years working as MEL on USAID funded grant or in low and middle-income countries; at least two year of field experience in humanitarian or low-resource settings is required.
  • Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation.
  • Demonstrated management experience, including managing direct management of a geographically diverse team, and indirect oversight of partners’ work.
  • Experience with leading multi-million/multi-year USAID, GAVI or other Institutional Donor funded, standalone projects.
  • Experience developing trigger monitoring tools, performance monitoring plans and associated data collection tools, systems and methodologies.
  • Demonstrated experience in the use of qualitative and quantitative methods for data analysis.
  • Experience working on Health and Immunization programming in fragile contexts, including familiarity with Immunization standards and approaches.
  • Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.

4. FINANCE AND ADMINISTRATIVE MANAGER

4.1. Purpose of the position

World Vision is seeking a Finance and Administrative Manager for an anticipated multi-million-dollar project titled, Reproductive, Maternal, Newborn, and Child Health, Immunization, and Malaria (RMNCI+M) Activity in Burundi which is funded by the U.S. Government Agency for International Development (USAID). The Activity will support comprehensive RMNCI and Malaria services at health facility and community level, and will strengthen the health system at the national and district levels, to: 1) Improve the delivery of high-quality RMNCI+M services across the continuum of care; 2) Promote healthy behaviors among women, youth and men, and 3) Strengthen the health system to support high-quality delivery of integrated care. It will also improve malaria case management among older children (above five years) and adults.

The Finance and Administrative Manager will report to the Chief of Party (COP) with a functional reporting to the National Office Grant Finance Manager and or Finance Manager and is the primary financial officer of the program. This role ensures that financial functions support the timely and effective implementation of the program’s technical scope of work and that resources are allocated and used in compliance with agreement requirements, applicable USG regulations, and appropriate standards and procedures. The Finance and Administrative Manager also oversees the timely issuance of sub-awards and contracts issued under the cooperative agreement and procurement of commercial goods and commercial services.


The position will be based in Bujumbura, Burundi. Recruitment is contingent upon successful award of the project. Selection of the final applicant is subject to USAID approval. The project is anticipated to begin in July 2024.


4.2. Major Responsibilities

  • Oversee the comprehensive operational contract compliance for the RMNCI+M implementation, encompassing procurement, financial management, contractual obligations, as well as regulatory adherence.
  • Advise program teams on resource integration options to meet match requirements of grants and on recovery of indirect and field ministry service costs for grants and private funding.
  • Lead the development of the annual program team operating budget, monitor actual performance, develop project projections, and manage administrative tasks of the project.
  • Review and/or generate financial reports for compliance with the USAID’s requirements.
  • Analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under spending.
  • Prepare close-out documentation at end of the project funding cycles in compliance with government regulations.
  • Support Internal and External audits, provide required information and facilitate audit recommendations implementation.
  • Consult with the National Office Financial Manager and World Vision US Senior Financial Officer on cost allocations, general accounting, internal controls and administrative systems as required.
  • Implement financial policies in accordance with World Vision Field Financial Manual, USAID’s rules and regulations, and local financial regulations.
  • Practice standard financial systems, including implementation of good internal controls, asset monitoring, and reconciliation of all funds accounts.
  • Oversee the preparation of financial documents and ledgers.
  • Assure that all grant policies and regulations are adhered to in the charging of cost.
  • Assure that cash transactions are well planned, controlled and reported.
  • Liaise with appropriate partner offices regarding financial and accounting issues.
  • Build capacity in the area of finance as needed for WV staff and subrecipient personnel.
  • Domestic travel is required at least 25% to monitor and conduct compliance test.
  • Perform other duties as assigned.

4.3.  Qualifications and Job Requirements

  • Master’s degree in finance, business administration, accounting, or a related field, OR a bachelor’s or certified accounting degree with 10 years of experience
  • Minimum five years’ experience in administrative and financial management of large (defined here as having an annual budget of $2M or more), complex development contracts or agreements serving low-income and middle-income countries (LMICs).
  • Demonstrated experience and skills in developing and managing large budgets and familiarity with USG financial reporting and compliance requirements.
  • Demonstrated experience working in partnership with U.S. Government agencies is required. A certificate and/or formal training in financial and award management of USG grants/agreements is preferred.
  • Excellent command of Excel and SunSystems.
  • Experience living and working in Burundi is required.
  • Must be able to work in a cross-cultural environment.
  • Must be able to work with multiple deadlines and high demands.
  • Ability to handle sensitive and confidential information with absolute discretion.
  • Work in an international relief and development organization is preferred.
  • Knowledge of local taxation laws is preferred.
  • Experience in managing inter-agency consortiums is preferred.
  • Language: Fluency in English and French required.
