Brief Summary Description of Project / Spark:

SPARK develops higher education and entrepreneurship to empower young, ambitious people to lead their fragile and conflict-affected societies into prosperity. SPARK is a dynamic and growing, international not-for-profit development organization with 100+ staff members in 13 countries. SPARK supports entrepreneurs (Scale-Up & Start-Up) and youth (Skill-Up and Match-Up) by providing them with training and proximity coaching so they can build a sustainable economic future, including the development of local ecosystems and educational institutions via carefully selected local partners (localization).

Background

The Umwuga Akazi Programme (funded by EU Burundi), implemented together with Burundian Consortium Partner CREOP-Jeunes, aims to create jobs for youth in Bujumbura, Rumonge and Bururi.

Job creation is to be achieved via 4 outcomes:

  • Skill-Up & Match-Up: Select, train and coach youth in market demanded skills and facilitate these youth into internships and jobs in the private sector;
  • Start-Up: Select, create, train and coach Start Ups with selected TVET graduates;
  • Scale-Up: Select, train and coach existing businesses (Scale-Ups);
  • Skill-Up: Develop & Implement market-based curricula & integrate this into the TVET curricula (in close collaboration with the Ministry of Education (MENRS) and to be selected TVETs) as well as strengthening partnerships between TVETs and enterprises in order to offer internships to TVET graduates.

Objective of the baseline study

The objective of this baseline study is to:

  • Identify the current / pre-programme interventions’ status of the Outcome indicators of the programme’s Results Framework (Annex 1);
  • Assess the needs of already selected for programme-participation existing Start-Ups (5) & Scale-Ups (5);
  • Serve as an overall reference for the end-term evaluation (expected 2026 Q4).

Approach and methodology

This baseline study will be conducted within the Inception Phase for Umwuga Akazi Programme, and will be a part of the broader exercise conducted in this phase, namely the Context Analysis & Implementation Strategy.

Therefore, SPARK will organise / facilitate visits & meetings with interviewees, namely programe-stakeholders (see Annex 2: Field visit planning). The selected consultant who will conduct the Baseline Study will be responsible for developing and submitting to SPARK a Baseline Report.
