Position Title : Senior Project Assistant

SVN No : SVN_2022_BI10_32

Duty Station : Bujumbura, Burundi

Classification : General Service Category, G6

Type of Appointment : Special Short Term of 9 months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Under the overall supervision of the Chief of Mission (CoM) in Burundi and direct supervision of the Labour Migration & Human Development Project Manager, the successful candidate will be responsible and accountable of supporting the implementation of the FCDO RBMM program in Burundi.


Core Functions / Responsibilities:

1. Assist in the planning, coordination, implementation and monitoring of project activities.

2. Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.

3. Support the UNCT in the implementation, follow–up and review of the GCM, for the rights and wellbeing of all migrants and migrant workers and support coherent action by the UN system in

Burundi in support of GCM implementation, while ensuring well–defined linkages with UN structures for a better migration management;

4. Monitor budget implementation and propose adjustments as necessary.

5. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow–up on administrative actions, etc.

6. Prepare monthly reports for donor’s de–briefings as well as draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.

7. Draft correspondence on program issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.

8. Organize meetings, workshops, and training sessions; agendas, participants invitations, travel logistics, draft meetings minutes and reports, follow up and communication.

9. Set up and maintain archives/files/records of the program.

10. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, intergovernmental and non–governmental organizations, and other stakeholders relevant to the program.

11. Provide inputs for concept papers, mappings/assessments, and reports as well as TORs and provide general support for the development of new programmatic approaches beyond March 2022.

12. Coordinate with RO V&C team on relevant activities/products

13. Liaise and coordinate FCDO programme support staff in Country Offices to ensure programmatic adherence to project timelines.

14. Perform other related duties as assigned.


Required Qualifications and Experience


Education

• School diploma with six years of relevant experience; or,

• Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.


Experience

• Experience in program management, monitoring budgets and burn rates, planning, coordination, implementation and monitoring and evaluation of program activities

• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non–governmental organizations.

• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

• Prior work experience with international humanitarian organizations, non–government or government institutions/organization in a multi–cultural setting is an advantage.

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.


SKILLS:

• Knowledge of planning, coordination, implementation and monitoring of program

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

• Knowledge of UN and bilateral donor programming.

• Knowledge of financial rules and regulations.

• Strong communications, writing and interpersonal skills, as well as strategic and creative thinking.


Languages

• Knowledge of Kirundi, French and English (Oral and Written)

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs.
