1. Introduction
World Relief is an international Christian NGO working in health, economic development, disaster response, and refugee resettlement. World Relief ‘mission is to empower local churches to serve the most vulnerable.
The following are terms of reference (ToR) on which World Relief Burundi agreed to engage an external auditor to perform an independent audit of the financial statements for the period covering 1st October 2020 to 31st September 2021.
These ToR will become an integral part of the contract concluded between World Relief Burundi and the Auditor
2. Objectives of the Audit
The objectives of this audit are to:
- Audit the financial statements of World Relief Burundi to report whether these financial statements fairly present the financial position, results of operations and cash flow information in accordance
- with International Financial Reporting Standards (IFRS)
- Ascertain whether World Relief Burundi is operating within standard management and financial
- practices and within the laid down policies of World Relief
- Identify areas in the organisation’s internal financial management systems that need reinforcement
- Obtain audit recommendations to guide its management practices in the subsequent years
- Provide documentary continuity in the evolution of audit practices established and respected by
- the organisation and all donors.
- Establish assurance of the adequacy and effectiveness of controls and processes that are in place
- to manage key risks within WR Burundi.
- To review risk management, control and governance arrangements in order to determine the
- reliability, accuracy and strength of the system of internal control
- · Review and determine if the Organization maintains adequate internal controls and supporting
- documentation for all transactions.
3. Scope of the Audit
- Review all financial reports of the organisation, the organisation’s accounting, internal control systems, policies and procedures, and determine their adequacy in accomplishing its work,
- Examine the organisation’s financial reporting including the budgeted amounts by expenditure category, costs reported as incurred, and amounts received from all donors accordingly during the period under audit.
- Review the procurement procedures to verify the utilisation of sound practices that ensure the principles of value for money in the management of the organisation’s funds, including controls on both quantities and quality of goods purchased.
- Form an opinion on whether the financial reports submitted to all our donors were prepared in accordance with the International Accounting Standards and present a true and fair view of its activities and expenditures for the specified period.
- Form an opinion on the statements of expenses supporting withdrawals, and on the utilisation of the programme funds,
- Verify that proper books have been kept to facilitate generation of the above financial statements and compliance with all World Relief Policies and donor contractual requirements,
- Verify that the internal system of the organisation is in place and how effective they are in safeguarding and securing the assets of the organisation,
- Verify management actions taken in response to previous external audit recommendations,
- Carry out all other necessary checks and controls in accordance with the standard audit practice.
- Report to management on any weakness in the internal control system and make appropriate recommendations.
4. Auditor Qualification and Independence
1. Qualifications & Expertise
- The Auditor and/or firm must be a member of a national accounting or Auditing body, which in turn is the member of the International Federation of Accountants (IFAC).
- The Auditor has appropriate professional qualifications and suitable experience with IFAC standards and with experience in verifying financial information of Organizations comparable in size and complexity to the World Relief Burundi. CVs should include details on audits carried out by the applicable Auditor, including ongoing assignments indicating capability and capacity to undertake the audit and experience in auditing financial statements compliant with the International Public Sector Accounting Standards.
- The auditor must have a sound knowledge of the financial procedures of the international donor community and must be recognized by and acceptable to major international donors.
- In addition, the Auditor should hold a relevant Master’ degree or professional qualification. He should have at least 6 years of experience as a professional Auditor or accountant in public audit practice.
2. Auditor independence
- An auditor must be impartial and independent from all aspects of management or financial interest in the organization being audited. The auditor should not, during the period covered by the audit have any financial or close business relationship with any participant in the management of World Relief Burundi. The auditor should disclose any relationship that might possibly compromise his/her independence.
5. The Audit Report and Management letter
A. Audit Report The audit report should clearly indicate the auditor’s opinion. This would
include at least the following:
1. The title, addressees, and an opening or introductory paragraph containing
- a) Identification of the financial information audited including the period covered; and
- b) Statement of the responsibility of the entity’s management and the responsibility of the auditor.
2. A scope and methodology paragraph describing the nature of the audit referencing
- a) The accounting standards that have been applied and indicate the effect of any deviations from those standards;
- b) The work the auditor performed.
3. An opinion paragraph disclosing
- a) Whether the financial statements and supporting schedules fairly present the cash receipts and expenditure in all material respects and that the funds were used for the purposes defined by the work programme;
- b) Whether the financial transactions reflected in the statements are in accordance with financial regulations and procedures, budgetary provisions and other applicable directives; and
- c) Summary assessment of the efficiency of the management and internal control system.
- The auditor may expand the report to include other information and explanations not intended as a reservation. Audit reports will be provided English.
- B. Management Letter
- The auditor should submit a letter to the management at the completion of the audit. The topics/issues to be covered in the letter should include:
- a) An assessment of the efficiency of the administration, management and internal control system of World Relief Burundi
- b) A description of any specific internal control weaknesses noted in the financial management. Recommendations to resolve/eliminate the internal control weaknesses noted should be included.
- c) Management comments/response to audit findings and recommendations.
6. Work Plan
The audit start date is from April 12, 2022 and will take two weeks. The final consolidated audit report should be submitted to World Relief Burundi by May 15, 2022. The auditor shall submit a detailed work plan/ schedule including the timeframe for the audit report for discussion with WRB Management.
7. References
The auditor should be given access to all legal documents, correspondence, any other information associated with the funding donors and any relevant accounting and management documents as requested. These will include but not be limited to the following:
- Annual/Monthly financial reports
- Donor contracts and funding schedules
- Donor proposals
- Donor reports (both financial and narrative)
- Different manuals, policies, and procedures
8. Confidentiality
Confidentiality is highly recommended regarding all information and documents provided by World Relief Burundi.
