Duty Station: Gitega, Burundi

Context:

Under the overall supervision of the Chief of Mission, under the direct supervision of the Head of Sub Office and with technical supervision of the DoE Coordinator, the successful candidate will responsible and accountable for supporting the implementation and monitoring of programme activities related to community stabilization, socioeconomic reintegration and peacebuilding.

FUNCTIONS/RESPONSIBILITIES:

• Coordinate a team of staff members undertaking field activities in an assigned sub-office, including supporting staff development processes such providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to facilitate high quality work and the accurate completion of field support activities;
• Draft weekly plans and reports of field activities;
• Support the implementation and management of all community stabilization, socioeconomic reintegration and peacebuilding project activities, including drafting reports;
• Conduct market assessments and needs and field assessments with host community, IDPs, refugees and returnees and select beneficiaries for activities according to the selection criteria
• Assist the TRD Officer in identifying partners and generating opportunities for joint action with NGOs, local authorities, community representatives, professional associations and private sector partners;
• Support in the drafting of MoUs and agreements with partners;
• Support in the payment and other administrative matters pertaining to the implementation of reintegration interventions;
• Contribute to implementing the integrated mechanism for data collection, information management and monitoring and evaluation for IOM’s TRD Program activities to ensure accurate and reliable data is collected, stored, and submitted in a timely manner to be further processed, in coordination with IOM managers.
• Contribute to the effective use of the designated information systems, including offline and online platforms, application tools, and other systems to manage the implementation of information
management mechanism.
• Conduct regular monitoring, evaluation and data collection as per agreed timelines of ongoing and closed field activities; and prepare activities status and progress reports, in coordination with IOM managers.
• Report progress of the activities as well as any deviations and challenges encountered during implementation to the TRD Project Officer;
• Under the close supervision of the TRD Officer, liaise as needed with other Teams and Units in IOM Burundi and with external partners such as government authorities and other UN Agencies. Provide regular feedback on work being accomplished to the TRD Officer and keep supervisors immediately informed of any issues that arise.
• Perform such other duties as may be assigned.

EDUCATION AND EXPERIENCE

Education
• University degree in Information Management, Computer Science, Media or Social Sciences or a related field with three years of relevant professional experience. Or; Completed high school degree from an accredited academic institution with five years of relevant professional experience.

Experience
• Minimum 3 years of professional experience in Reintegration, Livelihoods, Social Cohesion,
Peacebuilding or Community Stabilization projects
• Minimum 3 years of experience in Information Management and Monitoring and Evaluation
• Knowledge of the region and of the actors is a distinct advantage
• Previous experience liaising with local authorities is a distinct advantage
• Good computer skills (MS Office programs)
• Knowledge of database application and management is an advantage
• Experience in working in an international environment and/or with UN projects is highly desirable
• Excellent inter-personal, communication and leadership skills
• Flexibility, tolerance and capacity to work in a team
• Ability to perform duties as a polyvalent staff

Required languages:
• Fluency in French, Kirundi is required.
• Knowledge of English is an added advantage

The appointment is subject to funding confirmation.

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs. While a significant number of refugees have been assisted to return – which now poses an additional challenge to the country – there have been efforts to ensure that the Burundian Diaspora is increasingly engaged in the ongoing socio-economic and political processes in the country, and specifically in the current global and regional dialogue processes on migration and …
