Help a Child is a Christian, international relief and development organization, founded in 1968 in the Netherlands and operating in Burundi since 2009. Help a Child provides a future for children in need, their family and their entire community. By empowering vulnerable communities, we help them to change their own living conditions and opportunities in a sustainable way. Help a Child works in areas with a high incidence of poverty or in places where children and families are extra vulnerable due to disasters or (imminent) conflicts. General description

Position:

Help a Child Burundi is currently recruiting a Construction Expert for an anticipated funding from a donor for Social-Economic Reintegration of Returnees Project. The Construction Expert will support the implementation of the rehabilitation of community infrastructures through the Quick Impact Projects (QIPs) by both providing technical support for field staff and counsel for the management team in decision-making meetings. The role of the Construction Expert will include involvement in all relevant processes prior, during and subsequent to construction. He/she will be the main focal point on the construction and rehabilitation of selected community infrastructures. He/she will have the responsibility of coordinating cross cutting actions between involved project stakeholders, which include local authorities, contractors and other Help a Child Burundi Humanitarian and Disaster Response Unit. The Construction Expert will conduct regular quality assessments of processes throughout the project implementation phase. He/she will be required to conduct on-site check-ups of cash for work activities progress, restitution meeting with local authorities and the donor field staff. As well as participation in project coordination meetings to provide insight and guidance on specific technical problems that influences the working processes.

Responsibilities

• Design blueprints and make budgets for pre-selected QIPs by local authorities and donor.

• Participate in project coordination meetings held by the donor and Help a Child Burundi.

• Develop work plans for selected QIPs.

• Participate and contribute to the recruitment process of masons, support skilled laborers and suppliers of construction materials.

• Supervise, coach and provide guidance for skilled and unskilled laborers involved in cash for work projects with the support of focal points.

• Ensure that contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.

• Participate in Help a Child Burundi monitoring, evaluation, learning and report writing meetings.

• Produce reports on construction progress, constraints and complications and propose solutions.

• Provide weekly reports to Help a Child Burundi on milestones attained in QIPs activities and in the rehabilitation of local infrastructures.

• Organize bi weekly restitution meetings with local authorities and donor field staff to brief them on progress made in the project.

• Report to Help a Child Burundi real time news and security alerts in cases of emergencies.

• Participate in capacity building and networking events organized by Help a Child and/or donor.

• Carry out ongoing monitoring and evaluation of the performance of contractors, including close monitoring of budgets and expenditure, and ensure cost-effective use of funds.

• Perform any other task assign by the line manager.

Requirements

This is an extraordinary opportunity for an honest individual with extensive experience construction, community infrastructures rehabilitation. Specific requirements include:

• Be a Burundian; willingness to be based in either Muyinga, Rutana or Makamba will considered as an advantage.

• Have a university degree in Engineering (construction).

• Have minimum 5 years of experience doing construction work; specific experience implementing Quick Impact Projects with UN Agencies or other donor community will be considered an advantage.

• Have at least 2-3 years of experience doing logistics and financial report writing.

• Must be computer literate and with skills to use Microsoft excel, word and PowerPoint.

• Be fluent in French and Kirundi. Understanding of English will be considered as an advantage.

• Must adhere to Christian values.

• Must have high level of integrity and willingness to learn.

• This post might have contact with children and vulnerable communities. The candidate that will be hired will be required to sign and adhere to the Help a Child Protection Policy. Recruitment is subject to successful completion of all applicable background checks, including criminal record checks.

We offer

We offer a financial package commensurate with qualifications and experience based on Help a Child Burundi salary benchmark. You will be offered a fixed term contract for the first year with a probation period of 3 months.
