Position Title : Finance Assistant
Duty Station : Bujumbura, Burundi

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works

Organizational Context and Scope:
Under the overall supervision of the Chief of Mission, general guidance of the RMO / APO and Finance Officer,
and the direct supervision of Senior Finance Assistant (SFA), the incumbent will be responsible for
implementing the finance activities as follows:

FUNCTIONS/RESPONSIBILITIES:
In particular, he/she will:
1. Provide regular updates to Senior Finance Assistant on the status of all outstanding
debtors/creditors items and to ensure that they are regularly maintained and cleared.
2. Post and review accounting transactions in PRISM FI (both Accounts Payable and Receivable,
Treasury), as required and ensure that the correct WBS and General Ledger accounts has been
used and that entries are correctly captured.
3. Process payments through electronic banking system and ensure that the correct bank details
have been used and that the payments are duly authorized before payment is done.
4. Review Travel Expense Claims (TEC) and Imprest accounts and verify authenticity of the
supporting documents provided. Ensure that the computation of the TECs is in line with IOM’s
Travel Rules and Regulations.
5. Perform Monthly Bank Account reconciliations and ensure that the bank balances at the end of
the month reconcile with the PRISM FI entries.
6. Prepare and process documentation for VAT reimbursement and ensure that submission to
Burundi Revenue Authority for reimbursement is done on a regular basis. Maintain the VAT
account to clear any reimbursement received
7. Assist in entering all service fees in PRISM and ensure reconciliation is done monthly
8. Monitor and ensure billing of staff for private use of IOM assets e.g., private car usage personal
calls and ensure that recording in PRISM is done in a timely manner.
9. Perform re-allocations in PRISM FI, in close coordination with the SFA, FO and RMO and ensure
that the Project Manager has authorized the re-allocations, that the re-allocations are in line
with Donor requirements as well as FMRP and that the necessary Supporting documents have
been attached
10. Prepare request for payments as necessary and ensure that the correct supporting
documentation have been attached.
11. Maintain a filing system and ensure proper custody and tracking of financial documents i.e.,
vouchers, bank, and general correspondence, etc.
12. Assist in the Month-end-Closure of accounts and ensure that the relevant documentation has
been submitted to Regional Accounting Support in a timely manner.
13. Assist in reviewing internal controls systems and notify SFA and FO of any potential weaknesses
and suggest improvements.
14. Perform such other duties as may be assigned.

Education and Experience:
• Bachelor’s Degree in Finance, Accounting, Business Administration or any other related field with two
years’ experience; or High School Degree/Certificate with four years’ experience.
• CPA II or more will be an added advantage.
• Computer literacy including proficiency in MS Office applications.
• Knowledge of accounting systems (SAP an advantage), generally accepted accounting principles and
audit/review procedures.
• Ability to analyze and interpret source information and data; capable of designing, reviewing and revising
business processes to achieve efficiency.
• Personal commitment, efficiency, flexibility, drives for results, creative thinking, organized accurate.
• Ability to work effectively with different levels within and outside the organization and with colleagues
from varied cultures and professional backgrounds.
• Ability to draft correspondence and communicate effectively.

Languages
• Fluency in English and French is required (oral and written).

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs. While a significant number of refugees have been assisted to return – which now poses an additional challenge to the country – there have been efforts to ensure that the Burundian Diaspora is increasingly engaged in the ongoing socio-economic and political processes in the country, and specifically in the current global and regional dialogue processes on migration and …
