    Job Summary

    This role is a hybrid of financial, program, and evaluation responsibilities. The Grants & Program Accountant
    will manage the financial aspects of donor-funded grants for both hospital and school programs, participate
    in proposal development, ensure compliance with donor and regulatory requirements, support program teams,
    track performance, and inform decision-making. The person must be versatile, able to bridge program and
    finance functions, and comfortable working in mixed settings (clinical, educational, field, and administrative).

    Key Responsibilities:

    • 1. Finance & Grant Management-55%
      •  Prepare, review, and monitor budgets for hospital and school donor-funded programs; ensure that all projected operational, capital, and programmatic costs are appropriately budgeted.
      •  Maintain and manage grant accounting ledgers; ensure income and expenditures are correctly allocated to correct grants, cost centers (hospital, school, program projects).
      •  Process financial transactions: payments, reimbursements, advances; ensure all supporting documentation is complete, accurate, and in compliance with donor, statutory and organizational policies.
      •  Prepare donor financial reports (monthly, quarterly, annual) according to donor templates anddeadlines.
      •  Track burn rates, actual vs budget variances; provide analyses to program heads (hospital, school) and advise on corrective action if needed.
      •  Manage cash flow forecasts for grant-funded programs to ensure sufficient liquidity.
      •  Perform reconciliations (bank, grant account, interdepartmental transfers) regularly.
      •  Oversee audits (internal and external) related to grant finances; prepare documentation; respond to audit findings.
    • 2. Program & Cross-Functional Coordination-20%
      •  Serve as a liaison between finance and programmatic teams (hospital department heads, school management) to ensure program spending aligns with programmatic plans and donor expectations.
      •  Participate in proposal development, especially the finance sections; ensure budgets are costed appropriately and reflect programmatic reality.
      •  Support contract modifications / budget realignments / grant amendments as needed.
    • 3. Compliance, Risk & Capacity Building-15%
      •  Ensure compliance with donor regulations, national laws (tax, labour, health, education), financial and procurement policies.
      •  Identify financial risks, control weaknesses, and recommend strengthening of internal controls.
      •  Support program staff & departmental heads (hospital wards, school departments) through training / guidance on donor financial rules, correct documentation, program tracking, and basic M&E.

    • 4. Other Responsibilities-10%
      •  Maintain a grants register: key dates (start, end), reporting deadlines, special conditions, and deliverables.
      •  Work with IT / data systems to ensure financial and program data are well tracked (e.g. financial management systems, databases, dashboards).
      •  Carry out occasional field / site visits (hospital wards / school campuses / project sites) to verify implementation / expenditure and program outcomes.

    5. Qualifications & Experience

    • 5.1.Education & Certification
      •  Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
      •  Professional accounting qualification preferred (e.g. ACCA, CPA, and CA).
      •  Additional training or certification in Monitoring & Evaluation, Public Health, and Education Management is a plus.
    • 5.2.Experience
      •  Minimum 35 years’ experience in accounting / finance roles with exposure to donor / Grant funded programs.
      •  Experience in hospital / health sector and /or educational program contexts are highly desirable.
      •  Familiarity with major donors and their compliance / reporting requirements (e.g. USAID, EU, UN agencies, private foundations).
    • 5.3.Skills & Abilities
      •  Strong numeracy, analytical, and attention to detail.
      •  Ability to interpret financial data and program metrics; prepare reports that combine finance and results.
      •  Good planning and organizational skills; ability to manage multiple grants and deadlines.
      •  Strong communication skills; able to explain financial information to non-finance staff.
      •  Proficiency with accounting software and financial management systems; strong Excel skills.

      6. Key Performance Indicators (KPIs)

         Timeliness and accuracy of donor financial reports.

         Variance between planned budgets and actual expenditures for hospital & school grants.

         Percentage of grants closing with no major audit findings.

         Quality & timeliness of program performance reports; data completeness and accuracy.

         Number of corrective actions identified that are successfully implemented.

         Capacity building metrics: number of trainings / staff supported in compliance, financial procedures.
