Context and Scope:

Under the overall supervision of the Chief of Mission and the direct supervision of the MPA Programme Manager/ National Officer, and in coordination with the information management in IOM Burundi and the Regional Office in Nairobi, the successful candidate will contribute to the development of a national level data collection system on trafficking in persons in Burundi.

Objective:
The consultant will play a decisive role in the improvement of the knowledge related to TiP in the country, by supporting the establishment of a national database that will be used by governmental actors involved in the prevention, protection, and prosecution work related to TiP. The consultant will recommend and implement technical solutions related to data collection, analysis, and visualization of TiP data, in line with best practices on data security and data protection.

The centralized database will include information on registration and referral of cases, case management actions, and it could as well include information on monitoring, law enforcement and criminal justice.

Rationale:
Burundi remains a source for trafficking in persons (TIP), with hundreds of human trafficking survivors identified each year. From 2017 to mid-2021, over 1000 victims of human trafficking were identified by IOM and other NGO partners. The Burundian authorities have recently started taking an active role in countering TiP and are engaged in a range of activities related to referral and assistance, prosecution as well as prevention. In 2021, the Government of Burundi increased efforts in combating TIP and registered key achievements, as reported in the 2021 Trafficking in Persons report by the US State Department, with Burundi moving from Tier 3 to Tier 2 Watch List classification. Burundi is now among the countries whose governments made considerable efforts to meet the minimum standards for the elimination of TiP, although they do not yet fully comply with minimum standards.
The key recommendation of the 2021 TiP report is to develop a national level data collection system on victim identification and prosecution, protection, and referral efforts, alongside other improvements needed, such as the implementation of standardized procedures to systematically identify and refer trafficking victims.

Key deliverables to be performed under this contract:
1. Analyze the IT infrastructure and the possibility of a cloud or server use
2. Provide feedback, input if needed, and summarize IOM’s mapping of current data collection initiatives on TiP and central government information needs as well as those other relevant partners working on TiP
3. Make recommendations of different software solutions, platform or application tools, adapted to the context (e.g. Primero software platform, or Salesforce case management system) as well as the potential use of low-connectivity, mobile applications, with details on issues such as pricing, needs for database maintenance and offer of remote technical support – in line with the data information needs in the context of TiP in Burundi
4. Produce the final version of the essential data information points needed to be captured by the database
5. Adapt the database to the identified data collection needs
6. Provide on-site support for a smooth transition from current data collection methods to the new database
7. Ensure the production of accessible reports with ready analyzed and visualized data in a way that ensures the confidentiality of data subjects, as appropriate, by developing data reports and data output functionality as needed
8. Provide technical guidance and support to help build the capacity of IOM staff and relevant government officials on the use of the database (e.g. registration of cases, reporting tools)
9. Create a data governance framework: defining roles, responsibilities and rules (who has access to what data, who has decision-making powers, who needs to be kept in the loop, etc)
10. Draft recommended processes to improve the data collection workflow and user guidance
11. Contribute to quality control and standardization efforts for generated data
12. Handover guidance on basic technical support for the use of the database (registration, reporting, extraction etc.), to the information management staff and other relevant staff from IOM Burundi
13. Provide technical guidance and support on information management related to the national data collection system including ad hoc data collection solutions, if required.

Education:
• Master’s degree in Computer Science, Economics, Migration Studies, or a related field from an accredited academic institution with five years of relevant professional experience.
Or;
• University degree in the above fields with seven years of relevant professional experience

    • Experience:
    • • Strong knowledge and understanding of computerized information systems/databases, including data verification, validation, classification and transformation
    • • Proven ability or experience to deliver technical capacity building activities related to use of case management systems or databases;
    • • Experience with statistical analysis tools;
    • • Experience in understanding and documenting business processes and user needs for selection of applications that involve databases or case management information systems;
    • • Experience in developing user guidance;
    • • Superior research, analysis, and writing skills;
    • • Excellent liaison and communications skills, for example in the context of interaction with government officials and officers from different UN agencies;
    • • Experience in the use of a software like SalesForce is desirable;
    • • Understanding of the principles of assistance of victims of human trafficking is an advantage;
    • • Understanding or experience with tools for data collection in contexts of low connectivity as well as limited capacity in terms of information management, is a distinct advantage.
    • • Fluency in English and French required.

• Fluency in English and French required.

Burundi has been an IOM Member State since 2007. In 2010, Burundi and IOM signed a cooperation agreement that led to the establishment of an IOM Mission in Burundi.

The mission works closely with the Government of Burundi in implementing the core migration-related challenges in the country. The Organization’s current main activities in Burundi are related to: 

Refugee resettlement and reintegration. IOM works in close collaboration with the United Nations High Commissioner for Refugees (UNHCR) in Burundi to make the refugee resettlement to third countries a reality and as least arduous as possible. While UNHCR is responsible for ensuring the protection of refugees, IOM facilitates their movement to third countries.

Refugee assistance. Since 2002 to date, approximately half a million refugees were registered by UNHCR to return to Burundi from different countries. In addition, the country still has an estimated 100,000 IDPs.
