JOB SUMMARY
The Listening Monitoring and Evaluation Officer is responsible for overseeing and developing all monitoring and evaluation activities of Turame Community Finance. This involves management of survey questionnaires, conducting qualitative research first-hand in the field, testing innovative new evaluation methods, analyzing data collected, facilitating organizational learning and coordinating all mechanisms for client compliant resolution at Turame.
PRIMARY RESPONSIBILITY
The primary responsibility of the Monitoring and Evaluation Officer is to measure the progress of TURAME towards the fulfillment of the organization’s mission.
SPECIFIC RESPONSIBILITIES
Promote and fulfill the mission, method, and motivation of Turame Community Finance.
I. Spiritual Integration and Christian Witness
a. Support devotions and weekly devotions among Turame staff in order to maintain a focus on the program’s Christ-centered mission and vision and to promote spiritual growth among staff, group members, and other associated parties; and
b. Ensure a personal healthy spiritual balance within family, work, and church life through the adoption of Biblical, personal, spiritual disciplines.
II. Implement monitoring and evaluation surveys
a. Translate and contextualize surveys both linguistically and culturally
b. Administer monitoring and evaluation surveys in the field
c. Enter survey results into Microsoft Excel
d. Refine and design the next generations of the survey
e. Test new survey components/tools in the field
f. Develop best practice standards around monitoring and evaluation
g. Mobile Data Collection Platforms – Utilizing tools like Survey CTO, MS Forms
III. Conduct qualitative research
a. Facilitate feedback from group members group interviews, focus groups, and other qualitative studies
b. Develop and test new qualitative tools and provide feedback on efficacy and applicability to the local context
IV. Facilitate data analysis and organizational learning
a. Review and test survey data for quality and accuracy
b. Conduct initial data analysis on survey results
c. Work closely with management to establish ways to improve operations through information gathered in the monitoring and evaluation process
d. Facilitate sharing of information with external stakeholders
e. Generate reports for specific studies as well as yearly survey report
V. Product Research and Development
a. Evaluate current loan and savings products to determine the most effective design for clients and the institution
b. Assist in developing new loan and savings products
VI. Market Research
a. Update competitive analysis and trends of the microfinance sector on an annual basis, including details about competitor’s location and products
b. Asses local markets and update market research report on a quarterly basis
c. Gather data and provide market assessment of future expansion opportunities
VII. Mechanisms for client complaint resolution
- Develop and Implement the Turame client complaint procedures
- Coordinate the resolution of all client complaints from Turame branches.
- Maintain a register and an electronic file of all complaints received from Turame clients
- Prepare quarterly reports on complaints from clients and send such reports to the central bank of Burundi within 10 days after the end of each quarter.
- Ensure that the Turame client compliant procedure is posted in a visible place at all the Turame offices
VIII. Perform all other tasks as assigned by the Operations Manager in order to accomplish the mission of the institution.
MINIMUM QUALIFICATIONS
- I. Passionate commitment to Turame Community Finance’s mission of holistic micro-enterprise development.
- II. A minimum of two years of field experience in international development work.
- III. Previous experience with survey administration, including survey collection, data management, and focus group facilitation.
- IV. Bachelor’s degree in social studies, finance, economics, sociology, or other related degree.
- V. Ability and willingness to spend time in the field on a daily basis.
- VI. Survey Methodology Expertise – Experience designing effective surveys and ensuring high response rates.
- VII. Adaptability & Resilience – Thriving in dynamic work environments and managing shifting priorities.
- VIII. Strong organizational skills, including effective time management and prioritization of competing demands/multiple deadlines.
- IX. Professional working proficiency in spoken and written French
- X. Professional working proficiency in spoken and written English
- XI. Professional working proficiency in spoken Swahili
- XII. Excellent written, verbal, and computer-based communication skills.
- XIII. Professional working proficiency in Microsoft Excel and Microsoft Word.
