Mobile money research and policy consultant

LOCATION: Bujumbura, Burundi

FULL JOB SUMMARY

The contractor will be a major contributor to the Operations team, providing technical assistance to Missions on mobile solutions (with particular emphasis on mobile money), research and policy analysis on mobile money programs, and communications and knowledge management support to the Turame’s efforts in mobile money platform.

RESPONSIBILITIES

Promote and fulfill the mission, method, and motivation of Turame Community Finance

  1. Program and Policy Advice and Guidance
  • Provides deep technical advisory services on mobile financial services. Expected to be deeply familiar with regulatory and tax considerations, business models, and good practices in consumer protection. Recommends long-range Turame plans, goals, objectives, and milestones, which serve as the basis for substantive changes in mobile banking development initiatives affecting large numbers of people. Assembles, analyzes, and communicates facts, evidence, and expert opinions on mobile money and financial services.
  • Advises on internal organizational structure and strategic planning to better assist the management. Maintains liaison with the Operations team in order to track the project performance and identify opportunities for further support the Turame’s goals. Advises other staff in the team on good practices for mobile money product design.
  • Initiates contacts with Turame’s management to give technical advice and guidance on opportunities and barriers as well as lead problem resolution to reduce cycle time in achieving results. It will include but not be limited to covering common administrative and policy practices and procedures to organizations pertaining to areas of responsibility and delegation of authority.
  • Prepares reports, correspondence, and other written materials in accordance with established regulations, taxes and guidelines on policy issues or requirements, such as timeframes for requested responses, or required regulatory references.
  • Proposes the route for agency network creation and development with the procedures for a better monitoring.
  • Designs the best Marketing strategy.
  1. Communications and Knowledge Management Support
  • Prepares or coordinates preparation of reports, briefings, conferences, publications, training, and other means of promoting wide understanding of improved knowledge and methods. Assists in development of knowledge management platform and materials to facilitate the creation of technical and strategic guidance to keep Turame and team members coordinated on best practices and help build the Agency’s brand in mobile solutions. In consultation with the Mobile Solutions team, write original content detailing critical subtopics of mobile money and other mobile solutions. Assists in mobile money program design and execution. Makes recommendations for action to managers on knowledge management and communications best practices.
  1. Partnerships Development
  • Provides expert guidance in identifying and crafting new partnerships with Telecom operators and the telecom regulator ARCT that will advance the mobile broadband, mobile money agenda. Manages high-level relationships and maintains strong working relationships to ensure ongoing partnership support.
  • Participates in steering committee meetings and other joint management activities.
  • Consults with the relevant pillar in order to reflect the broader agency needs and requirements within emerging partnerships.

SKILLS AND QUALIFICATIONS

  • Seven (7) years of related experience in progressively more responsible positions in the financial services and/or telecommunications field.
  • A minimum of two (2) years’ experience working with mobile financial services.
  • Candidates must have a degree in International Affairs, Economics, Public Policy, Business, or related field
  • Knowledge of payment systems and technology.
  • Experience managing or conducting research, particularly related to product development.
  • Exposure to telecommunications platforms, including mobile money platforms.
  • Exceptional writing skills.
  • Background in digital finance.
