Description of the Organization

Village Health Works (VHW) is a non-profit NGO working in the field of health, education and community Development in the communes of Vyanda, Province Bururi and Rumonge, Province Rumonge. The Organization is looking for a monitoring and evaluation officer who meets the Following conditions:

Main roles

  1. Identify potential areas for action research in the field.
  2. Development and application of the Monitoring-Evaluation Plan for VHW Education and Community Engagement programs.
  3. Supervise and manage the Monitoring and Evaluation system of VHW Education and Community Engagement programs.
  4. Ensure that all M&E activities are planned and implemented according to the logical framework of Education and Community Engagement programs.
  5. Carry out supervision and support visits to beneficiaries to observe, monitor and provide quality advice and feedback on the use of data and indicators.
  6. Compile monthly and quarterly program results data and present them to the team;
  7. Participate in the regular updating of the database.
  8. Work with the program team to develop / adapt / test and improve routine collection tools, database and reporting.
  9. Routine data collection, and train collection and monitoring agents.
  10. 10. Ensure data is of good quality and promote data quality control techniques.
  11. Evaluate and respond to the capacity building needs of members of the monitoring team on monitoring and evaluation techniques.
  12. Analyze, report and disseminate the information collected in order to improve the results of the program and make changes to the strategy of the program where they are deemed necessary.
  13. Develop the terms of reference for mid-term and final phase evaluations of projects.
  14. Provide support to program managers for the development, determination and revision of indicators to be collected and integrated into the system.
  15. Promote and strengthen understanding of the importance of M&E within program teams and the use and / or analysis of M&E systems.
  16. Provide written case studies and success stories.
  17. Perform all tasks entrusted by the hierarchical superior.

Qualifications

  • Bachelor’s or master’s degree preferably in project management, monitoring and evaluation, rural development, statistics, economics etc.
  • Demonstrated knowledge and experience of at least 2 years in monitoring and evaluation, planning approach, management, data analysis and report writing.
  • Demonstrated experience in research and publication.
  • Experience and concrete knowledge in the design, planning, implementation and monitoring-evaluation of projects / programs in rural areas.

Skills

  • Good knowledge of data collection methods and tools (forms, formats, questionnaire and surveys) as well as systems for entering, analyzing and storing quantitative data.
  • Proficiency in IT tools (Word, Excel, PowerPoint, Outlook, Access) and data processing software (KoboCollect, SPSS, Stata or SAS).
  • Ability to express oneself in Kirundi, French and English (spoken and written).
  • Proven skills in preparing narrative and technical reports on time and conducting results evaluations.
  • Be able to perform multiple field trips.
  • Being able to work under pressure.
  • Ability to work in a rural and multicultural environment.
  • Ability to work with minimal supervision and to take initiative.
  • Ability to find solutions to problems and take corrective measures.
