Overview

Jhpiego seeks a Monitoring, Evaluation and Learning Advisor who will work closely with the Project Director and Jhpiego project staff, Ministry of Health, and other relevant stakeholders and development partners, to support high quality project monitoring and evaluation activities for Jhpiego. The project aims to reduce maternal, newborn and child mortality by improving the use of evidence-based best practices in the health system and in communities. The MEL Advisor will promote data-driven decision-making, facilitating adaptive management, ensuring data quality, and demonstration of project impact.


Responsibilities

Data System Management

  • Maintain expertise in all systems in use by organization primarily by MoH
  • Ensure data system is operational
  • Provide issue resolutions to end users
  • Perform and document procedures for data preparation including data cleaning, standardization, and analysis. Develops data collection and evaluation methodologies, including format design, project criteria and requirements, data compilation, relevancy, and usage
  • Develop and implement security and compliance methodology related to data collection and reporting
  • Research and implements any system integrations that are beneficial to overall data storage or reporting

Monitoring

  • Work with program teams to implement monitoring strategies and action plans to ensure continued monitoring of program achievement against targets
  • Support teams to implement appropriate systems and tools to conduct monitoring activities
  • Conduct scheduled follow up visits to conduct process monitoring
  • In collaboration with program staff and counterparts, support implementation of MEL strategies and framework

Data quality improvement

  • Implement data quality improvement protocol, systems and tools as required by the project.
  • Strengthen data management and information use for project partners and counterparts

Data management

  • Support the implementation of data management systems for each project with clear tools, processes and roles and responsibilities
  • Maintain and update Jhpiego Burundi data in relevant data bases
  • Maintained good records of all tools, documents, reports

Routine analysis, reporting & dissemination

  • Verify data is technically sound and accurate before reported in any communication or publication
  • Support project report writing for pre-specified audiences

Evaluation, Research & Publication

  • Support the implementation of project evaluations and research activities
  • Ensure adherence to IRB and ethics guidance in all evaluation and research
  • Participate in analysis of data (e.g. routine data, evaluation results or research) for reporting and publication

Coordination and collaboration

  • Participate in regular M&E meetings with project teams to review progress against indicators and to create joint plans for monitoring, data collection, reporting and research
  • Represent Jhpiego in professional circles as designated and maintain excellent relationships with Jhpiego staff, donor, MOH and partners


NOTE:  All staff members of Jhpiego, regardless of the level of their responsibilities are expected to:

Required Qualifications

  • Bachelor or other advanced qualification in public health, epidemiology, statistics, or related social science
  • At least 7 years' experience of applied skills in designing and implementing monitoring and evaluation activities
  • Previous experience in assessment and support to strategic information/HMIS
  • Previous experience providing M&E expertise on donor-funded programs is advantageous
  • Data analysis skills, using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata
  • Strong skills in data visualization tools (e.g., Tableau, Power BI).
  • Familiarity with DHIS2 and Geographic Information Systems (GIS) is an asset.
  • Demonstrated analytical skills and experience to identify, evaluate and document best practices
  • Excellent writing, analytical, communication, computer (word and excel) and organization skills
  • Willingness to travel within Burundi and regionally
  • Ability to speak, read and write fluently in French; professional proficiency in English
  • Burundian Nationals Preferred
