INTRODUCTION

Save the Children works in Burundi in partnership with the Burundian government and local stakeholders to promote a better future for children. We have experience across the country. Our main areas of intervention are child protection, gender-based violence prevention & response, child rights governance, health and nutrition both in humanitarian and development contexts’’



ROLE PURPOSE

The post holder will be accountable to the Support Services Manager for Supply Chain and Administration services in the Burundi Operations. The post holder will be responsible for ensuring compliance with SCI global standards, policies and practices. The position also plays a key role in effectively supporting program implementation activities in line with the annual and country strategic plans.

  • Ensuring that items/services procured match operational/programmatic requests, and are of good quality, reliable and value for money and deliver the best results for children.
  • Supporting the Support Services Manager on preparation of the procurement (buying). processes in all steps and stages, especially when it comes to PRs, quotes, POs and contracts and producing procurement tracking report for Burundi office
  • Supporting and interfacing between field offices and the central supply chain team.
  • Warehouse and inventory flow management for the Burundi office
  • Fleet and fuel management and reporting for BUSO 
  • Provide Administrative support and the Bujumbura office management


KEY AREAS OF ACCOUNTABILITY

Procurement

  • Support the Support Services Manager to execute procurement actions in line with SCI protocols and procedures, being responsible for getting quotes, filling all relevant document (PR, quotes, CBA, PO etc.).
  • Assist staff on creating clear and understandable procurement documentation e.g. PR
  • Provide regular updates to programme and supply chain teams on progress
  • Support supplier evaluation and Procurement Committees as required
  • Ensure that items procured match programmatic requests, and are of good quality, reliable and value for money
  • Ensure TIMs and other warehousing records are updated daily. 
  • Support programme teams to develop procurement plans. 
  • Support in the development of field level framework agreement.
  • Timely and accurate processing of payment through PROSAVE system. 
  • Work with Support services team to update the Procurement Tracker, supplier’s database and other Procurement reports if required
  • Provide ProSave support and Procurement advice for requisitioners.
  • Respond flexibly to changing program needs, reprioritising tasks in a logical, sensible way and in coordination/ consultation with the Support Services Manager.
  • Other duties assigned by the Supervisor Support Services Manager as and when required.

Suppliers Management

  • Vendor Management and Sourcing).
  • Update supplier information and database management for Burundi office to all stakeholders in source to pay cycle
  • Collect supplier vetting information for Burundi and lead due deligency assignment.
  • Maintain good relationship between suppliers and ensure suppliers are regularly updated on the Save the Children policies

Warehouse

  • Maintain physicial stock and regular stock check for Bujumbura warehouse(s)
  • Receive and issue of goods from the warehouse and ensure accurate documentation and records keeping as per SCI policy and procedures
  • Involvement in stock taking procedures for both periodic and perpetual stocking
  • Produce monthly report for stock movement, opening balance, closing balance, issues and receivies, both manual report and TIM report

Transport and Logistics

  • Responsible for fleet movement and management for the office.
  • Manage the Bujumbura-based; performance 
  • Manage the Burundi office data necessary for fuel and fleet reports


QUALIFICATIONS 

  • A Diploma or Bachelor’s Degree in Business Administration, Supply Chain, Logistics or Procurement.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.


EXPERIENCE AND SKILLS

  • 2-3 years of prior work experience in a similar role in an NGO or private commercial sector
  • Great interpersonal and communication skills including negotiation and relationship building
  • High level of integrity/confidentiality and ability to work as part of a professional team
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • High level of computer literacy. Especially excellent MS Excel/Word skills.
  • Good oral and written communication skills; Fluency in spoken and written English;
  • Commitment to Save the Children’s values
